About this opportunity
The U.S. Fish and Wildlife Service is soliciting firm-fixed-price quotes to replace damaged siding on a visitor center trailer and an auxiliary trailer at Caddo Lake National Wildlife Refuge, with questions due October 30, 2026 and quotes due November 6, 2026 at 5:00 PM EST. The procurement is a 100% Total Small Business set-aside under NAICS 238170, Siding Contractors, and award goes to the lowest-priced responsive quote.
Place of performance is Karnack, TX 75661. The work requires removing damaged siding from the visitor center trailer's back wall and one end of an auxiliary trailer, then installing J-channel, underpinning, trim, and siding over approximately 600 square feet. Replacement siding must be factory color-matched as closely as possible, with the COR approving the match. No specifications or drawings are provided, and concealed damage found after removal is handled through post-award bilateral modification. Period of performance is 60 calendar days from Notice to Proceed.
Amendment 0001, posted October 27, 2026, responds to 33 requests for information, keeps the November 6 quote deadline, and directs quotes and questions to john_ferrall@ios.doi.gov. Offerors must hold active SAM registration at proposal submission and at award. Required submissions include SF 1442, Section B pricing by item number, and FAR 52.204-8 representations and certifications. Davis-Bacon wage determination TX20260152 applies, and Amendment 0001 specifies Roofer rates of $13.64 wage and $1.80 fringe for prevailing-wage purposes. Buy American construction materials provisions and a one-year warranty from final acceptance apply. Commercial project experience is acceptable but not required. Performance and payment bonds are not required.
A site visit is optional but highly recommended and is not a condition of award. Contact Dan Walker at (903) 679-9143 or james_walker@fws.gov to schedule. Prime contractors may designate authorized local subcontractors to visit on their behalf, and a sign-in sheet is maintained on-site on November 6, 2026. Drew Ferrall, Contract Specialist, is the contracting point of contact.
