About this file

This document is Amendment 0001 to a Request for Quote (RFQ) for siding replacement work at Caddo Lake National Wildlife Refuge, issued by the Fish and Wildlife Service (FWS), Construction A/E Team 1, located in Falls Church, Virginia. The amendment addresses 33 Requests for Information (RFI) received from potential offerors and provides clarifications on project scope, site-visit requirements, specifications, pricing, and submission procedures.

The project involves replacing approximately 600 square feet of siding on two single-wide trailers at the facility—the back wall of the visitor center and the end of an auxiliary trailer—with anticipated underpinning/skirting repairs included within that area. No specifications or drawings are provided; contractors must conduct site-visits to obtain measurements and verify material specifications, including existing siding type, color, and profile. The site-visit is optional but highly recommended and not a condition of award eligibility; appointments should be scheduled with Dan Walker at 15600 Highway 134, Karnack, TX 75661, (903) 679-9143, james_walker@fws.gov. Prime contractors may designate authorized local subcontractors to conduct site-visits on their behalf, and a sign-in sheet will be maintained on-site for November 6, 2026. Contractors are responsible for obtaining their own measurements and specifications; replacement siding should utilize factory color-matched materials as closely as possible, with the COR approving the color match. The solicitation uses Roofer wage rates/fringes ($13.64/1.80) for prevailing wage purposes. Lump sum pricing by item number in Section B is sufficient; no detailed labor/material/equipment breakdown is required. Any concealed damage discovered after siding removal will be addressed through post-award bilateral modification. The quotation submittal deadline remains 5:00 PM Eastern Standard Time on November 6, 2026. Offerors should send quotes and questions to john_ferrall@ios.doi.gov. Evaluation is based on lowest price only, and commercial project experience is acceptable but not required.

The purpose of this amendment is to address

Request for Information (RFI) questions:

RFI 01: Would a site-visit conducted by the performing subcontractor satisfy the Section C site-visit requirement for the quoter?

Contracting Response: Yes, the purpose for the site-visit (for this project) is to obtain actual measurements, original siding type/color, etc. to ensure accurate quotations are received, so a local subcontractor may schedule/attend a site-visit on behalf of the prime contractor.

RFI 02: Could you please clarify whether attendance is mandatory to submit a responsive quotation, or if it is optional but strongly encouraged?

Contracting response: The intent of a site-visit for this solicitation/project is optional but highly/recommended/strongly encouraged.

RFI 03: The RFQ directs quotes and RFIs to john_ferrall@ios.doi.gov, while the SAM.gov notice listsjohn_ferrall@fws.gov. Please confirm the correct address (or whether both are acceptable).

Contracting Response: Please send quotes/questions to the new addressjohn_ferrall@ios.doi.gov. The old address john_ferrall@fws.gov automatically redirects to the new address.

RFI 04: Quote due time: SF 1442 Block 13a vs.

Continuation Sheet Block 13a states 1700 local time; the continuation sheet states 5:00 PM EST on Nov 6, 2026. Please confirm the controlling time.

Contracting Response: The submittal deadline is

5:00PM Eastern Standard Time on November 6, 2026.

RFI 05: Site-visit: Is attendance a condition

If no walk-through is scheduled, can the Government provide additional photos (all elevations of both trailers, close-ups of the damaged areas, and the underpinning) and field measurements?

Contracting Response: The site-visit is not a condition of award eligibility. A walk through is not scheduled so individual contractor site-visit appointments should be made with Dan

Walker. There are no specifications or drawings available for this project. Per Page 1 and continued on Page 3 of the solicitation:

"Please see the Site Visit information in the solicitation for scheduling. It is the contractor's responsibility to verify or obtain all necessary measurements and specifications to ensure that your proposal meets all of the project's objectives."

RFI 06: Siding material specification - No specifications are provided. Please confirm material type (vinyl or metal), gauge/thickness, profile/exposure, and any known existing manufacturer/color to be matched, and who approves the color match.

Contracting Response: There are no specifications or drawings available for this project. This information should be obtained by the contractor during a site-visit.

The COR on-site will approve the color match.

RFI 07: Painting vs. factory color-matched material - Is painting the new siding/trim to match the existing color acceptable in lieu of factory color-matched material? If so, please provide the required paint product/sheen and color specification.

Contracting/COR Response: Painting would only be acceptable if an acceptable factory color-matched material (as approved by the COR) was not available. Offerors should quote as using the closest factory color-matched

RFI 08: Quantities and limits of work: Please confirm the approximate split of the ~600 SF between the visitor center back wall and the auxiliary trailer end, and whether underpinning area is included in the 600 SF.

Contracting/COR Response: There are no specifications or drawings available for this project. This information should be obtained by the contractor during a site-visit.

It is anticipated that some underpinning will need to be replaced/repaired within the approximate 600 SF area.

RFI 09: Concealed damage behind siding: Is the contractor responsible for repairing damaged wood framing, sheathing, or insulation discovered after siding removal (including house wrap)? If so, should it be priced as an allowance or unit price (e.g., per SF/LF), or will it be handled by modification under

Differing Site Conditions?

Contracting Response: Any additional work/costs associated with this solicitation would be authorized/obligated via a bilateral post-award modification.

RFI 10: Corner trim extent: CLIN 0003 calls for trim at four outside corners of the visitor center. Does this include corners beyond the back wall, i.e., all four building corners?

COR Response: Just the corners affected not all four.

RFI 11: Price breakdown format: SF 1442

Continuation Sheet; Section L.1.1 A separate breakdown of price is requested but is not on the L.1.1 checklist. Is a specific format

(e.g., labor/material/equipment per CLIN) required?

Contracting Response: Lump Sum amounts are sufficient as broken out by Item no. in the

Section B, Quote Schedule.

RFI 12: Wage classification: Wage Determination

TX20260152 Mod 1 The WD has no siding installer classification. Please confirm the applicable classification (Carpenter or Sheet Metal

Worker), or whether a conformance request is anticipated.

Contracting Response: For the purposes of this solicitation, utilize the Roofer Rates/Fringes

($13.64/1.80).

RFI 13: Site access and disposal: Are there working-hour or access restrictions while the visitor center is open, and are landfill disposal receipts required with invoicing?

COR/Contracting Response: Contractor(s) may work during the normal hours of operations from

7:00AM - 4:00PM CST, Monday- Friday. Landfill disposal receipts are not required.

RFI 14: Can you please provide the name and number for the person to coordinate a visual inspection for the subject solicitation?

Contracting Response: Please contact the on-site POC, Dan Walker, to schedule an appointment:

Name: Dan Walker

Address: 15600 Highway 134

Karnack TX, 75661

Telephone: (903) 679-9143

EMAIL: james_walker@fws.gov

RFI 15: Is attending an on-site inspection a mandatory condition for an offer to be eligible for award, or is it recommended but optional?

Contracting Response: A site-visit is not a condition of award eligibility. A site-visit is highly recommended as there are no specifications available for this project. As noted on page 1 and continued on page 3 of the solicitation document, "Please see the Site

Visit information in the solicitation for scheduling. It is the contractor's

RFI 16: If mandatory, may a prime authorized, locally based proposed siding subcontractor visit and inspect the site on prime's behalf?

If yes, is a letter of authorization, attendance certification, sign-in, or other documentation required with our quote?

Contracting Response: A site-visit is not mandatory. A local subcontractor may schedule/attend a site-visit on behalf of the prime contractor.

A sign-in sheet will be on-site for contractors to fill out, and a copy will be returned to contracting on November 6, 2026.

RFI 17: Is there a government-scheduled site-visit date or cut-off for arranging individual visits with Mr. Walker? We want to coordinate sufficient time before the November

6 quotation deadline.

Contracting Response: A government-scheduled site-visit date is not scheduled so individual contractor site-visit appointments should be made with Dan Walker. There is no cut-off for arranging individual contractor site-visits

(prior to November 6).

RFI 18: Since the document states no dimensioned specifications or drawings are provided, may offerors determine exact wall dimensions, matching siding material/profile/color, trim, J-channel and underpinning quantities during the visit and price their own verified measurements? Will the government issue any additional installation/material details or amend the solicitation as necessary?

Contracting Response: Yes, it is expected that individual contractors (or their subcontractors) will obtain their own dimensions and other pertinent information as

Amendment.

RFI 19: Could you please clarify whether attendance is mandatory to submit a responsive quotation, or if it is optional but strongly encouraged?

Contracting Response: A site-visit is not mandatory (for a responsive quote) but highly recommended as there are no drawings or specifications for this project.

RFI 20: Does all siding on both trailers need to be replaced or only what is shown in the documents?

Contracting Response: Only the siding on the back of one trailer and the end of the other trailer need replaced.

RFI 21: Is it ok if I submit a quote for what is in the solicitation and also replacement of all siding and skirts for both trailers?

Contracting Response: We are only seeking quotes for the replacement for the two sides needing replacement for this solicitation.

RFI 22: I understand a site visit is mandatory.

Could you please provide the scheduled date and time or advise how we can arrange a visit?

Contracting Response: A site-visit is not mandatory but highly recommended as there are no drawings or specifications for this project.

No single date/time site-visit is scheduled for all contractors. Please contact Dan Walker (at the Caddo Lake NWR facility - see solicitation for his POC information) to schedule a site-visit for your company.

RFI 24: Are these single wide or double wide trailers?

COR Response: Single

RFI 25: Site visit: Section C states that a site visit is required, while Section L describes it as highly recommended. Is attendance mandatory, and must we submit any documentation showing that we attended?

Contracting Response: A site-visit is not mandatory but highly recommended as there are no drawings or specifications for this project.

A sign-in sheet will be on-site for contractors to fill out, and a copy will be returned to contracting on November 6, 2026.

RFI 26: Existing siding: Is a specific siding material, manufacturer, profile, or color required, or should the replacement match the existing siding as closely as possible?

Contracting Response: The specific siding information should be obtained by the contractor during a site-visit. A factory color-matched material (or as closely as possible if a factory color cannot be determined) should be utilized.

RFI 27: Underlying damage: If deteriorated sheathing or other concealed damage is discovered after removal, how should that work be addressed?

Contracting Response: Any additional work/costs associated after award would be authorized/obligated via a bilateral post-award modification.
