About this opportunity

The General Services Administration (GSA), in partnership with the Department of State Bureau of Overseas Buildings Operations (OBO), is hosting a two-day virtual industry event scheduled for April 13-14, 2026. This Special Notice invites contractors to participate in a comprehensive briefing on OBO's overseas construction projects and procurement processes. The event is designed to expand competition and develop OBO's U.S. contractor base for major international construction initiatives. Participating agencies will include the Under Secretary for Management, the Bureau of Global Acquisitions, and the Bureau of Diplomatic Security. The event will be conducted entirely through Zoom webinars with no set-aside restrictions.

The primary objective of this event is to strengthen industry partnerships and provide contractors with critical insights into OBO's program needs, acquisition strategy, and project requirements. Day One will feature a comprehensive briefing on OBO's program and upcoming projects, including project locations, types of contractors OBO partners with, key aspects of the bidding process, and contractor qualification requirements. Day Two will provide virtual one-on-one capability conversations between interested firms and OBO representatives. The Bureau of Diplomatic Security will also provide guidance on security clearance requirements for both domestic and overseas workers, including timelines and preparation steps. All U.S. contractors interested in competing for OBO contracts are eligible to attend this public event; there are no specific prerequisites to participate. The event addresses fundamental requirements for federal contracting with an overseas construction focus, particularly emphasizing security clearance procedures and contract management practices in field operations.
