About this opportunity
The Drug Enforcement Administration is seeking a contractor to replace two existing Trane RTAC-275-ton, R-134A chillers with two new Trane ACR 300T Series C R-513A energy-efficient chillers at the DEA Training Academy in Quantico, Virginia. This comprehensive chiller replacement project includes refrigerant recovery, equipment demolition, installation of the new 300-ton ACR chillers, replacement of two 710 GPM chilled water pumps, electrical reworking, and control systems modifications. Contractors must possess a current state trade license for HVAC/Mechanical work, provide a Licensed Mechanical Engineer in Virginia, maintain SAM registration, and submit insurance certification. The evaluation will use a best-value tradeoff method where technical capability and past performance factors are weighted significantly more heavily than price. Questions were due by August 27, 2025 at 10:00 AM ET, with final proposals due September 3, 2025 at 10:00 AM ET, submitted electronically to specified DEA contracting officers.
This solicitation is designated as a 100% total small business set-aside under NAICS code 333415, with no specific incumbent contractor identified in the documentation. The contract structure requires an all-or-none proposal approach with no alternate proposals accepted, and the government intends to issue a single purchase order to the selected offeror. The project involves removing existing equipment from the roof of the DEA Training Academy Building and installing two new 300-ton chillers along with associated infrastructure modifications. Performance will take place at the DEA Training Academy located in Quantico, Virginia 22135. The solicitation follows FAR Part 13.106 Simplified Acquisition Procedures, with all submissions required to include the solicitation number 15DDHQ25Q00000118 in email subject lines, and no bonds are required for this procurement.
