About this opportunity

The Defense Logistics Agency Aviation (DLA Aviation) is conducting market research to procure two vertical balancing machines for Fleet Readiness Center Southwest (FRCSW) located in North Island, California. The machines must be new, commercially available models with extensive software capabilities including electronic zeroing, tooling compensation, multiple run averaging, component balancing, rotor memories, and SAE ARP testing software running on Windows 11 Pro/Enterprise. Interested vendors are requested to submit responses to the Sources Sought Notice by February 21, 2025, at 11:59 pm EST, with submissions limited to ten one-sided pages. The agency is seeking detailed information about vendor capabilities, including company size, manufacturing status, potential subcontractor partnerships, and a comprehensive cost estimate covering machine cost, training, technical documentation, installation, equipment removal, shipping, and spare parts. Evaluation will focus on technical feasibility, commercial availability of specifications, and overall capability to meet the detailed technical requirements outlined in the attached purchase description.

The pre-solicitation notice does not indicate a specific set-aside for small businesses, though vendors are asked to identify their business size and domestic/foreign status. While no specific incumbent contractor is mentioned, the procurement is for replacing existing equipment at FRCSW Building 472. The total budget estimate will be developed based on vendor responses, with vendors asked to provide a comprehensive cost breakdown across multiple categories. The machines must be capable of balancing rotors weighing 7-440 lbs at speeds of 400-1200 rpm, with a maximum rotor diameter of 57 inches and balancing accuracy of 50 microinches. DLA Aviation intends to issue a single request for proposal, with the final procurement covering two vertical balancing machines and including full installation services, factory acceptance testing, and comprehensive training for operational personnel.
