About this opportunity

The FDA Office of Acquisition and Grant Services seeks procurement of two Thermo Scientific Heratherm Environmental Incubation Chambers, with proposals due August 21, 2026 at 3:00 PM ET. This is a brand-name justification procurement under FAR 13.106-1(b)(1)(i) (Simplified Acquisition Procedures, Other Than Full and Open Competition); the justification rests on three salient characteristics—750-liter capacity, integrated dual heating and cooling functionality in a single unit, and temperature uniformity and stability of 0.1°C to 0.5°C required for USP compliance—that the FDA determined are unique to the Heratherm among commercial offerings after market research evaluated Binder, Memmert, Panasonic/PHCbi, and ARES Scientific.

Place of performance is Jamaica, Queens, New York (FDA New York Laboratory-Medical Products facility, Jamaica, NY 11433). Equipment must be delivered no later than 30 calendar days after contract award. The chambers will support microbiological analytical testing across four distinct program areas. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC code is 6640 (Laboratory Equipment And Supplies).

Technical requirements specify 750-liter capacity, dimensions not exceeding 49 inches width by 93 inches high by 46 inches depth, operating temperature range 0°C to 70°C with heating and cooling capability, temperature uniformity of 0.5°C at 20°C to 37°C, temperature stability of 0.1°C, programmable microprocessor control with Peltier technology, touchscreen interface, two data access ports, USB and Ethernet connectivity, personalized user access controls, alarm capability, and adjustable shelving. All necessary installation supplies and accessories must be included, and units must meet or exceed all performance specifications upon installation. A one-year manufacturer's warranty begins upon formal government acceptance.

Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology; technical acceptability is determined pass/fail against salient characteristics and minimum requirements. Offerors must submit technical quotation, price quotation, warranty terms, UEI and active SAM.gov registration confirmation, lead time for delivery, and country of origin information to Jennifer Mun, Contracting Officer, at Jennifer.mun@fda.hhs.gov. Solicitation number is 75F40126Q00354.
