About this opportunity

The Indian Health Service (IHS), Albuquerque Area Indian Health Service, is seeking Two (2) Licensed Independent Social Workers to provide behavioral health services at the Santa Fe Indian Health Center and satellite clinics in Santa Fe, NM. Candidates must possess a bachelor's or master's degree in social work, hold active licensure as an independent social worker, and meet background check and immunization requirements. The workers will provide counseling, crisis intervention, treatment planning, and mental health services to adolescents, adults, and geriatric patients, working 8-hour shifts Monday through Friday. Evaluation will be based on technical approach, key personnel qualifications, past performance, and price, with key personnel and past performance weighted more heavily than price. The solicitation (75H70726Q00016) is issued as a Request for Quote (RFQ) under Federal Acquisition Circular 2025-06, with quotes due by December 17, 2025, at 12:30 p.m. MST. Prospective offerors must submit a complete pricing table, past performance documentation, signed SF-1449 form, signed Indian Economic Enterprise Representation Form, and OF-306 childcare addendum.

This procurement is set aside under the Buy Indian Act with a cascading three-tier evaluation process: first priority to Indian Small Business Economic Enterprises (ISBEE), second to other small business concerns (including SDVOSB, WOSB, and HUBZone), and third to other than small business concerns only if insufficient competition or reasonably priced offers are received from the first two tiers. The NAICS code 621330 applies with a $9.0 million business size standard. The contract is structured as firm-fixed-price for a base year from 2025 to 2026, with four one-year option periods extending through 2030, though the total contract value has not been disclosed in the solicitation. Place of performance is Santa Fe, NM 87505. This modification (MOD 001) corrects language in the terms and conditions regarding the two licensed independent social workers position and incorporates questions and answers to the solicitation.
