The Defense Logistics Agency Aviation is procuring two Computer Numerically Controlled (CNC) Shot Peen Systems to replace existing equipment at the Fleet Readiness Center - South East (FRCSE) located at Naval Air Station Jacksonville, Florida. These sophisticated automated shot peening machines must feature a 5-axis gantry robot, turntable, reclaim system, and pressure pot system capable of handling parts up to 57 inches in diameter and 110 pounds with positioning accuracy within 0.020 inches. The systems must process parts using AWS 14 and 28 shot media sizes and achieve shot peening intensities between 0.004N and 0.018A on Almen test strips. The purpose of this amendment is to:

1.The solicitation SPE4A8-25-Q-0052, for Two (2) Automated Shot Peen Booths in accordance with Purchase Description VIBB 23-20-1101, Dated 01 July 2025, close date will be extended until COB 08 September 2025. The purpose of this extension is to provide answers to questions:

Vendor Questions:
1.    How many parts will need to be programmed? 
2.    Will parts (test fixtures) be available to ship to vendor for the factory programming and testing?
3.    Do they intend to keep using both media sizes (CW14 and CW28)?
4.    Does Plan of Action and Milestones have to be submitted in Microsoft Project or will Excel or other software be acceptable?
5.    How many amps are available in the building (need to confirm there is enough power to run the equipment)?
6.    How many parts will be run for the Acceptance Testing?
7.    It is my understanding that there may be a preferred electrician that Tinker already uses and is familiar with installations at Tinker. I believe the previous Hartwig salesman used said electrician, but I can’t locate any past records of the company. Is there a preferred electrician that we can contact for electrical connections? 
8.    Is the point of electrical connection at the bus bar above the machine?
9.    During the walkthrough we were not allowed to take photos. Can you provide photos of the existing machine, the overall space, the current air compressor, and the power and air connection points (For the machine photos, we would like to see both the inside and outside of the blast machine, as well as the recovery system and dust collector)?
10.     What is the CFM capacity and pressure of the existing compressor? 
11.     What is the maximum AMP capacity and voltage of the existing power supply?
12.     The SOW specifies the use of CNC controls. This is antiquated technology. Will you accept a design proposal that utilizes a Fanuc Robot in lieu of the CNC controls?
13.     Can you provide 7 days per week access to the site for our installation crew? 
14.     During the walkthrough the size of the media was discussed with the possibility of only one size media being used. This would simplify the machine design and reduce the overall cost. Is this a possibility? And if so, what size media will be used (The current machine runs both 0.014” & 0.028” abrasive)?
15.     During the walkthrough we were told that you may not have enough power to operate both machines simultaneously. Is this true? And if so, can we control this in our control panel by linking the 2 together via an ethernet connection?
16.     Conversely, could both machine cabinets chambers be combined into one system (with one common recovery system, and one control panel which would control both blast chambers)? 
17.     2.1.2 - Cannot locate attachments A-F. Can these be forwarded? 
18.     3.4, 3.8 - Can you confirm the required Maximum Part Diameter (The table indicates 57”, yet the current machine’s capacity is 48”)? 
19.    3.14.1 – Can you please describe the “disposal” of the current machine in more detail (Is the contractor responsible for transporting old equipment to a DRMO facility on the Naval Air Station Jacksonville for the government to scrap, or will it be moved off the Air Station and disposed of at the contractor’s expense)? 
20.     4.6.1. h. – Refers to the “image below”, yet no image is included. Can you provide the image?

Answer to Questions:
1.    No parts will need to be programmed by the contractor. The government will be performing part programming after receiving training.
2.    Upon contract award, test fixtures could be shared with the vendor that was awarded the contract.
3.    Production has said we must maintain both sizes of shot, CW14 and CW28.
4.    Microsoft Project, Excel, and Access would all be acceptable software to use for submittal.
5.    150 Amps.
6.    Two parts, one for each booth.
7.    There are no preferred electricians.
8.    Electrical connection is located on the back wall behind the automated booth.
9.    NO.
10.    Maximum working pressure of 125psig with 860 cfm. Kaesar DSD200.
11.    480 volts, 150 amps.
12.    Yes, we will accept other robotic solutions that are able to fulfill the requirements other than CNC.
13.    Yes.
14.    Production has said we must maintain both sizes of shot, CW14 and CW28.
15.    The total power availability is above. If this is not enough power, this is an acceptable solution.
16.    Yes, this would be acceptable.
