About this opportunity

The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services (APHIS) is seeking to procure twenty-six (26) PortaCount™ Respirator Fit Tester Model 8048 units and 24 software licenses to replace their aging Model 8038 devices that have reached end-of-life status and lack adequate firmware update capabilities. This procurement supports APHIS's robust Respiratory Protection Program, which has utilized PortaCount devices since 1998 and is critical to the agency's ARIS (Response Information System) that tracks employee respiratory protection compliance across all 50 states and Puerto Rico. The solicitation requires equipment that maintains compatibility with existing systems to avoid disruptions to emergency response capabilities and daily operations. The procurement follows standard federal contracting provisions with evaluation focused on maintaining system continuity and operational efficiency. Responses to this solicitation are due by September 14, 2025, with delivery scheduled for August 31, 2025.

The solicitation indicates a limited source procurement rather than a traditional set-aside designation, with TSI Incorporated serving as the current contractor and recommended sole source provider based on their long-standing relationship with APHIS dating back to 2012. The total contract value is approximately $465,040.00, which includes trade-in credits of $46,000 for 23 older units and an additional $10,000 volume discount. The procurement involves 26 testing units and 24 software licenses to support over 170 certified fit testers who have been trained on the PortaCount equipment throughout the APHIS network. Performance will occur at the delivery address in Youngstown, Ohio, though the equipment will ultimately support operations across all U.S. states and territories. The contract falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees for small business eligibility.

Notice text

The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services (APHIS) current operates a robust Respiratory Protection Program in which it has used PortaCounts™ provided by TSI Incorporated since 1998. APHIS is initiating the replacement of the second reiteration of the units (Model 8038) with the updated Model 8048. The older Model 8038s have entered their shelf life for production. Additionally, the older units are limited in their ability to perform firmware updates needed for performance.
