About this opportunity

The Department of the Interior Fish and Wildlife Service seeks removal of old boundary fence wire and construction of wildlife-friendly smooth and barbed wire fencing at Turnbull National Wildlife Refuge near Cheney, Washington, with proposals due July 29. This is a total small business set-aside.

Place of performance is the refuge boundary along Cheney-Spangle Road between W Jennings Road and Wells Road in Spokane County, Washington. The work encompasses approximately 5 miles of boundary fencing: 1.5 miles rebuild (greater than 15% post replacement) and 3.5 miles repair (less than 15% post replacement). The period of performance runs June 15, 2026 through June 30, 2027, with an estimated two-week completion timeline once work begins.

Wire must conform to ASTM A 121 for barbed wire and ASTM 641 for galvanizing, consisting of 2-twisted strands of 12.5-gauge minimum high tensile wire with a 20-year supplier warranty. Fence design specifies three strands with 16-foot post spacing maximum, top wire at 40–42 inches above ground, bottom wire 18 inches from ground, and 12-inch spacing between top two wires. Metal T-posts are required; corners must use wood or steel pipe. Contractors must demonstrate prior barbed and smooth wire fence construction experience and willingness to comply with wildlife-safe designs.

Project magnitude is between $25,000 and $60,000. Award will be made on a firm-fixed-price basis using Lowest Price Technically Acceptable evaluation. Davis-Bacon wage rates (WA20260114, effective May 18, 2026) apply. Contractors must be registered in SAM with an active UEI by award time. A mandatory site visit is recommended for July 14 at 11:00 a.m. Pacific; requests for information are due by July 17. All quotes must include two single-page project descriptions with two accompanying pictures each demonstrating similar fence construction experience. Performance and payment bonds are required within 10 calendar days of award. The contracting officer is Tariq Malveaux, 703-629-2655.
