About this opportunity
The Department of the Interior US Geological Survey Office of Acquisitions and Grants seeks construction services to install an 800-ampere, 3-phase main power entrance disconnect switch and complete two 208/230-volt electrical circuits for industrial water chillers at the USGS Tunison Laboratory of Aquatic Science in Cortland, New York, with quotations due July 27, 2026 at 12:00 PM MDT. This is a Total Small Business Set-Aside (NAICS 238210, $19 million size standard).
Place of performance is Cortland, New York. The work includes excavation and installation of a new electrical entrance at the building exterior, positioning the main disconnect switch in an accessible location approved by the USGS technical contact and compliant with fire and emergency responder access requirements, and completing the two chiller circuits by installing provided circuit breakers and connecting pre-run wiring through conduit to the main panel. The power entrance runs approximately 20 feet from below the exterior transformer underground and through the building floor to reach the main panel. The scope requires compliance with New York State electrical code and OSHA guidelines, and contractors must hold $250,000 per person, $500,000 per occurrence, and $250,000 property damage liability insurance.
Contract type is Firm Fixed Price with performance from August 10 through September 9, 2026. Award will be made on a Lowest Price Technically Acceptable basis, with technical acceptability assessed on pass/fail criteria including demonstrated experience with 3-phase electrical installations, acceptable construction schedule, and compliant safety plans. Questions are due July 20, 2026 at 12:00 PM MDT. Quotations must include completed SF 18, a technical performance statement not exceeding five pages, and a detailed price proposal broken down by project category, labor, materials, equipment/rental, and overhead and profit. New York prevailing wage rates apply.
