About this file
This is a Statement of Work (SOW) for electrical installation services at the USGS Tunison Laboratory of Aquatic Science in Cortland, New York. The primary objective is to install an 800-ampere, 3-phase main power entrance disconnect switch between an exterior transformer and the interior main electrical panel, followed by completion of two 208/230-volt, 3-phase electrical circuits to support industrial water chillers. The existing panel has adequate capacity for the chillers, which operate at 143 FLA, 178 MCA, and 250 MOP specifications, but cannot be energized without the main disconnect switch currently absent from the facility.
The scope requires a licensed electrician to excavate and establish a new electrical entrance at the building exterior, install the main disconnect switch in an accessible location approved by the USGS technical contact and compliant with fire and emergency responder access requirements, and complete the two chiller circuits by installing provided circuit breakers and connecting pre-run wiring from the chillers through conduit to the panel. The power entrance runs approximately 20 feet from below the transformer underground and through the building floor to reach the main panel. Performance standards mandate that the disconnect switch must function properly and meet all applicable electrical codes, while both circuits must operate the chillers as verified through onsite observation by the USGS technical representative. The work is associated with federal solicitation number 140G0226Q0076 issued by the Department of the Interior, US Geological Survey Office of Acquisitions and Grants.

Main Power Entrance Disconnect Switch Installation USGS Tunison Laboratory of Aquatic Science 3075 Gracie Rd., Cortland NY 13045 Electrical Connection of Water Chillers
1.0 Introduction and Background
Introduction: USGS, Great Lakes Science Center’s, Tunison Laboratory of Aquatic Science in Cortland NY needs a main power entrance disconnect switch installed and two 3-phase electric circuit connections made at the main panel.
Background: The USGS Tunison Laboratory of Aquatic Science has a power entrance to their upper lab that does not have a main disconnect switch which is preventing completion of an internal wiring project. There is a transformer outside the lab where the main power entrance runs through into the lab. A main disconnect needs to be installed between the transformer and the main panel inside the building. Once the main disconnect switch is functional, two 3-phase circuits need to be connected to the panel. Wiring for the circuits is already complete to the panel and the circuit breakers for the two circuits are at the facility and ready for installation.
A licensed electrician has already run wiring from the chillers and purchased the breakers to be used in the electrical panel. The circuits support two industrial water chillers that operate on 208/230 volt – 3-phase electrical power (208/230/3/60: 143 FLA || 178 MCA || 250 MOP).
2.0 Scope
The existing electrical panel (208V 3-phase) has capacity to hook up two large water chillers, however, the connection for two (2) dedicated circuits needs to be completed to the panel (i.e., connect chiller wiring to panel circuit breakers). The absence of the main disconnect switch is preventing completion of the chiller circuits.
USGS needs the services of a licensed electrician to purchase and install an 800 amp 3-phase main power disconnect switch between the transformer at the exterior of the building and the main panel at the interior of the building (the main panel adjacent to the entrance from the transformer). After the main disconnect switch is functional, USGS needs the licensed electrician to complete the panel installation of two 208/230 volt – 3-phase electrical power circuits and circuit breakers provided previously by a licensed electrician. The wiring for the circuits is already connected at the chiller end and ran through conduit to the electrical panel (see: Attachment1_Transformer_and_Panel_Photos).
The main power entrance to the transformer is 13,200 volts, the power from the transformer to the main panel is 277/120 volts. The power entrance runs from below the transformer underground and up through the building floor under the panel over a distance of about 20ft. Pictures of the transformer location adjacent to the building, and the main panel, circuits and breakers appear in: Attachment1_Transformer_and_Panel_Photos. Location of the main disconnect switch will be chosen by the electrician doing the work to be most efficient for the job and confirmed by the onsite USGS technical contact.
