About this opportunity
Military Sealift Command is conducting market research for an open-ocean towing mission in support of RIMPAC-26, with responses due by 1000 hours Eastern Time on May 12, 2026. The requirement is for a U.S. flag, Jones Act-compliant, ocean-going certified tug capable of towing two decommissioned Navy vessels: EX-Mobile Bay (CG-53), a 9,600 long-ton destroyer, and EX-Peleliu (LHA-5), a 39,000 long-ton amphibious assault ship. This is market research only and does not commit the government to contract or reimburse preparation costs.
The tug must be built in 1970 or later and possess a minimum bollard pull of 68 tons, with capability to tow either vessel at six knots in Beaufort 5 conditions. EX-Mobile Bay departs from Inactships Bremerton, Washington, with delivery to Pacific Missile Range Facility at Barking Sands, Kauai, Hawaii, by July 11, 2026. EX-Peleliu departs from Pearl Harbor, Hawaii, with delivery by July 17, 2026. The mission consists of one voyage with two separate tows, with overall laytime of four days. Responses must include company information, small business status, vessel specifications, certificate of inspection and documentation, photographs, lump-sum pricing including up to four days at destination, demurrage rates, and mission itinerary. The contractor must provide a comprehensive towing package compliant with U.S. Navy Towing Manual (SL740-AA-MAN-010), including steady-state tow line tension calculations, route planning, and required equipment, and must engage an independent marine surveyor to oversee technical preparations and issue a towing certificate. Small business size standards apply under NAICS 483111 with a 1,050-employee threshold. Submit responses to Brandon Page (Brandon.A.Page.civ@us.navy.mil, 564-226-1239) or Christopher Tomlin (Christopher.A.Tomlin5.civ@us.navy.mil, 757-443-5879).
