About this opportunity

Military Sealift Command seeks towing services for two decommissioned naval vessels in support of RIMPAC-26 operations, with proposals due May 27, 2026 at 1100 Eastern Time. This is a FAR Part 12 simplified acquisition for a firm-fixed-price spot charter contract with no set-aside.

Place of performance is Hawaii. The requirement is for one U.S. Flag, Jones Act-qualified, ocean-going certified tug capable of towing EX-MOBILE BAY (CG-53, 9,600 LT displacement, 568' length) from INACTSHIPS Bremerton, Washington to Pacific Missile Range Facility Barking Sands, Kauai, Hawaii, and EX-PELELIU (LHA-5, 39,000 LT displacement, 820' length) from Pearl Harbor, Hawaii to the same destination. The tug must have a minimum bollard pull of 68 tons, be built in 1970 or later, possess Internet and satellite phone capability, and be capable of towing either vessel at a minimum of 6 knots in Beaufort 5 sea conditions. Total laytime is eight days (estimated four days per tow), with laydays commencing June 25, 2026 and canceling June 26, 2026.

Offerors must submit completed U.S. Navy Towing Manual Appendix H, tow line tension calculations, route planning, vessel specifications with certificates (COI, COD, ABS Class), and contractor-provided Independent Marine Surveyor services. The lump-sum price must include all laytime costs and IMS services. Evaluation considers technical acceptability and price, with consideration for VISA and domestic shipyard usage. Offerors must document all vessels owned and/or operated and shipyard work history for the four preceding years prior to offer submittal. The NAICS code is 483111, Deep Sea Freight Transportation. Service Contract Act prevailing wage rates apply, including daily rates ranging from $322.16 to $511.92 per occupational classification, with fringe benefits and paid leave requirements specified.
