Military Sealift Command seeks charter of one U.S. Flag, Jones Act certified ocean-going tug for a four-day towing mission from Philadelphia to Portsmouth Naval Shipyard in Kittery, Maine, with proposals due May 6, 2026 at 1100 Eastern Time. The procurement is a Total Small Business Set-Aside conducted under FAR Part 12 simplified acquisition rules.
Place of performance is the United States. The tug must be built in 1970 or later and capable of towing two YC flat barges (1684 and 1685, each 110 feet long by 34 feet beam with maximum draft of 11 feet 3 inches) at a minimum of six knots in Beaufort 5 conditions; maximum tow speed follows U.S. Navy Towing Manual standards. Layday commences June 15, 2026 at INACTSHIPS Philadelphia, Pennsylvania. The contractor must provide a comprehensive towing package including Independent Marine Surveyor services, tow bridles, emergency equipment, position reports at specified intervals, full bunkering, and sufficient endurance to complete the voyage without refueling stops.
