About this opportunity

The United States Marine Corps is procuring tugboat services through the 3rd Expeditionary Contracting Platoon to support the 12th Littoral Logistics Battalion's Resolute Dragon 2025 (RD25) exercise. The contractor must provide a tugboat with operator capable of following and potentially recovering an Autonomous Low-Profile Vessel (ALPV) during maritime transits between multiple Japanese islands, including routes from Naval Base White Beach Okinawa to Amami Oshima, Tokunushima, and the Sakishima Islands. The vessel must accommodate five government personnel and one Combat Rubber Raiding Craft, maintain the capability to tow a 30,000-pound vessel, provide licensed operators with at least one English-speaking crew member, and maintain 24-hour emergency readiness. The government will evaluate quotes based on three factors in no specific order: technical capability, price reasonableness, and past performance. Amendment 1 has reduced the performance period and scope, with quotes now due August 18, 2025, and all submissions must be sent via email to chris.echavarria@usmc.mil.

This procurement operates under full and open competition with no set-aside designation, falling under NAICS code 488330 with a size standard of $47.0 million. No incumbent contractors or potential award values are specified in the solicitation documents. The revised performance period spans four days from September 13-16, 2025, representing a reduction from the original September 13-22 timeframe outlined in the initial solicitation. The tugboat services will be performed in Japanese waters around Okinawa and surrounding islands, with the vessel required to make multiple transits without port calls while maintaining continuous operational capability. The government will provide a pier-side location at Naval Base White Beach for personnel and supply loading, but will not provide other general services to the contractor.
