About this opportunity

NAVSUP FLC Puget Sound, supporting Navy Region Port Operations, is seeking a firm fixed price service contract for tug operations simulation training to enable tug crews and harbor pilots to practice ship movements under various Puget Sound area conditions including Hood Canal, the bridge, Bangor, and Subbase piers in Dabob Bay. The procurement requires contractors to provide three tug operation simulators along with comprehensive training sessions, with two one-day training classes conducted annually and a maximum of 20 students per session. Prospective offerors must be registered in the System for Award Management (SAM) to participate, and all proposals must be submitted electronically through the SAM website. The solicitation is being conducted under FAR Parts 12 and 13 procedures, with all questions directed to Purchasing Agent Ms. Ligaya Payne. The solicitation was posted on August 14, 2025, with a proposal submission deadline of August 21, 2025.

Despite the main opportunity notice indicating no set-aside designation, the attached solicitation document identifies this as a Women-Owned Small Business (WOSB) set-aside procurement. The contract establishes a base period from 2025 to 2026, followed by four additional one-year option periods that would extend performance through 2030, creating a potential five-year total contract duration. The technical instructor wage rate is specified at $31.04 per hour, and payment will be processed through Government Purchase Card. Training operations will be performed in the Puget Sound region of Washington state, specifically focusing on simulation scenarios that replicate the challenging maritime conditions found in this critical naval operational area. No incumbent contractor or specific award values are mentioned in the available documentation.
