About this opportunity

The Portsmouth Naval Shipyard, operating under the Department of the Navy Naval Sea Systems Command, is seeking to procure seamless nickel-copper alloy tubing manufactured in accordance with MIL-T-23520 specifications. The procurement requires submission of Material Certification (Data Item A001) and three Procedure Approvals (Data Items A002, A003, and A004) detailing non-destructive testing procedures for ultrasonic and liquid penetrant testing. Vendors must demonstrate compliance with quality requirements under either MIL-I-45208 or ISO 9001/9002 standards with applicable supplements, along with evidence of capability to meet a 50-week delivery schedule to Kittery, Maine. The award will be made using a Lowest Price Technically Acceptable (LPTA) evaluation methodology that considers technical capability, delivery schedule, price, and past performance. The pre-solicitation notice was publicized from April 6 through April 21, 2026, with the formal solicitation window opening April 27 and closing May 11, 2026, at 10:00 AM EST on sam.gov, and all inquiries should be directed to Dayna O'Brien at dayna.k.obrien.civ@us.navy.mil.

This procurement is designated as a total small business set-aside under NAICS code 331210 with a small business standard of 1,000 employees, meaning only firms meeting small business criteria are eligible for award. The requirement specifies a total quantity of 19,656 inches of 1-inch Schedule 80 seamless nickel-copper alloy pipe (NSN 1H 4710-00-455-0197) with Class IV finishing and a maximum preferred length of 20 feet. No incumbent contractor is identified in the solicitation materials, indicating this may be a new requirement or competitive recompetition. The solicitation incorporates FAR and DFARS provisions through FAC 2026-01 and DFARS Change 20251110, and all vendor submissions must include registration in the System for Award Management (SAM) database for consideration. The delivery schedule of 50 weeks after receipt of order reflects the technical complexity and specialized manufacturing requirements associated with military-specification nickel-copper alloy tubing production.
