About this opportunity
This Limited / Sole Source Justification Notice, issued by the GSA Assisted Acquisition Services (AAS) Contracting Office on behalf of the Department of the Air Force Headquarters Air Education and Training Command (HQ AETC), documents an Exception to Fair Opportunity (ETFO) for continued IT sustainment operations supporting the Technical Training Management System (TTMS). The awarded vendor, The Ventura Group, Inc., will provide professional computer training and IT sustainment services under the GSA VETS 2 Governmental Acquisition Contract (GWAC) through contract 47QTCH18D0065, awarded on January 5, 2025. The justification for sole-source procurement is based on urgent operational necessity, as HQ AETC requires uninterrupted TTMS support while transitioning to the competitively awarded Air Force Modeling and Simulation Support Services (AFMS3) contract, which cannot commence performance until June 16, 2026, following the resolution of post-award protests. The task order consists of a six-month base period with an optional six-month extension period structured as Firm Fixed Price labor with direct reimbursement for travel and ancillary software services; the exact contract value has been redacted from the publicly available documentation. Contracting Officer Adam Astleford executed this bridge task order to ensure mission continuity during the critical transition period between the incumbent TTMS support contract and the newly awarded AFMS3 contract.
