About this opportunity

The U.S. Army Corps of Engineers, Portland District, is procuring eight Tsubaki brand STS (Submerged Traveling Fish Screens) roller chains specifically for the Bonneville Lock and Dam Project. These C2162H Fish Screen Roller Chains feature specialized specifications including a 4.00-inch pitch, 2.25-inch roller diameter, epoxy coating in low gloss black, and are constructed with Nitronic 60 stainless steel hinge pins and other high-grade materials designed for the fish screen systems that direct fish migration away from turbines. The procurement requires firm fixed price quotes with FOB destination terms, and all shipping costs must be included in unit pricing. Quotes will be evaluated based on best value considering price, and contractors must be registered in the System for Award Management (SAM) to be eligible for award. The original solicitation deadline was September 1, 2025, but Amendment 0001 extended the due date to September 2, 2025, with all inquiries required to be submitted in writing by August 25, 2025.

This procurement is designated as a 100% Total Small Business Set-Aside under NAICS Code 332618 (Other Fabricated Wire Product Manufacturing) with a size standard of 500 employees. The solicitation includes a Brand Name Determination justifying the sole-source specification for Tsubaki chains due to their unique manufacturing method and compatibility requirements with existing equipment at Powerhouse 2. The contract requires delivery of eight roller chains within twelve weeks after award, with delivery to the USACE Portland District Bonneville Lock and Dam facility in Cascade Locks, Oregon. Market research identified ten distributors within 100 miles of the Bonneville facility, with two local vendors and one large vendor expressing interest in providing competitive pricing. The chains will be prestressed and matched in pairs with a maximum variation of 0.030 inches, requiring no lubrication and designed to meet ANSI B29.4 requirements for the critical fish protection infrastructure.
