About this file
This document is a Name Brand Determination for Tsubaki Roller Chains, prepared by the Portland District, U.S. Army Corps of Engineers for Bonneville Lock and Dam. The procurement seeks to purchase 4 pairs (8 total) of 42-foot, epoxy-coated Tsubaki roller chains for the Submerged Traveling Fish Screens (STS) at Powerhouse 2, which help direct fish migration away from turbines. The justification for sole-source procurement emphasizes the need for compatibility with existing equipment, noting that US Tsubaki's unique manufacturing method of pressing nitronic-60 stainless steel roller pins provides a uniform assembly that other manufacturers cannot duplicate. The document includes market research showing 10 distributors within 100 miles of Bonneville, with two local vendors and one large vendor expressing interest in providing competitive pricing.

4. AUTHORITY CITED:
FAR 13.106-1 Soliciting Competition.
(b) Soliciting from a single source.
(1) For purchases not exceeding the simplified acquisition threshold.
(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
(ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name.
5. REASON FOR AUTHORITY CITED:
a. Background: Bonneville Lock & Dam requires the STS chains to be US Tsubaki brand in order to match the existing chain utilized. Existing chains have been purchased from a Tsubaki distributor under contracts cited in paragraph 10. The same chain is required to fit the STS together.
b. Justification: Roller chains manufactured by US Tsubaki are necessary in order for new equipment to match existing equipment. US Tsubaki’s manufacturing method of pressing the nitronic-60 stainless steel roller pins, provides a uniform assembly that other manufacturers have not been able to duplicate. Also, each of US Tsubaki’s finished product comes with flexibility, and all rollers are free of binding, which other manufacturers have not been able to achieve. Additionally, Tsubaki has local distributors, available to assist in the installation and maintenance of the roller chains.
c. Impact: The impact of not having the same type of construction chain causes Bonneville
Project to not have any interchangeable parts. If the parts are not the same, it takes longer to repair and maintain the STS and chain equipment, forcing Main Generator Units out of service for longer periods of time. Consistency in the manufacturer results in less down time on the generators with fewer and shorter outages.
