About this opportunity
The U.S. Army Corps of Engineers Louisville District has issued a Special Notice regarding the construction of a new Trusted Microelectronics Assurance Center (TMAC) facility. This notice announces the agency's intent to solicit proposals for facility construction with predetermined sole-source equipment requirements. The Special Notice is not a competitive solicitation but rather an invitation for interested parties to demonstrate their capability to meet specific equipment and system requirements. The notice identifies four primary categories of equipment with sole-source brand name specifications that will be incorporated into the construction contract. This Special Notice falls under the Commercial and Institutional Building Construction NAICS category and is classified under the Construction of Other Utilities PSC code.
The objective of this Special Notice is to notify potential contractors of the equipment specifications that will be mandated in the forthcoming construction contract solicitation, allowing interested parties to assess their capability to comply with these requirements. Any contractor believing they can fulfill the sole-source requirements may submit a written capability statement detailing their qualifications and ability to perform, with submission required no later than 11:00 AM ET on May 4, 2026, to Megan.r.murphy@usace.army.mil. All responsible sources are eligible to submit capability statements for agency consideration. The specified equipment includes Schneider Electric Advanced Metering Infrastructure systems, FedSig communication devices, Schlage security hardware, and Sigcom fire alarm radio transmitters, each selected for specific technical compatibility or regulatory compliance reasons. The agency will evaluate submitted capability statements to determine whether interested parties can meet the documented requirements before proceeding with the formal contract solicitation.
