About this opportunity
The Department of the Interior's Bureau of Indian Affairs (BIA) is seeking a cloud-enabled software system to replace its existing Trust Asset and Accounting Management System (TAAMS), which has been in use for 25 years. The Request for Information (RFI) aims to gather market research on potential vendors capable of managing trust asset, land management, and accounting functions for approximately 56 million acres of Indian trust lands. The government is interested in both Commercial off-the-Shelf (CotS) and developmental solutions that can handle over 100,000 leases and process 277,000 Individual Indian Money (IIM) accounts generating $300 million annually. Vendors are expected to provide information on capabilities, experience, high-level cost estimates, implementation lead times, and cloud hosting capabilities in Azure or AWS. Responses are limited to 20 pages and must be submitted by April 14, 2025, with the government seeking solutions that can integrate with existing systems via API and provide a government-owned system that can be maintained by multiple contractors.
The pre-solicitation notice does not include a specific set-aside designation, and the current system is provided by CGI Federal. While no specific award value is mentioned, the system requires licensing for up to 1,500 total users with 800 concurrent peak users. The current TAAMS system is Oracle-based with 21TB of data and is currently hosted on-site in Phoenix, AZ, with plans for cloud migration. The new system must be capable of maintaining the system's complex data structure, including tracking ownership to 10 decimal places and 43 places for numerator and denominator. Key technical requirements include 99.5% system availability during business hours, FEDRAMP compliance, and the ability to integrate with existing federal financial systems such as the Bureau of Trust Funds Administration (BTFA) and Trust Funds Accounting System (TFAS). The government emphasizes the need for a solution that can fully migrate existing legacy data while allowing simultaneous system operation during the transition period.
