Introduction and Overview

Introduction The Department of the Interior (DOI), Bureau of Indian Affairs (BIA) manages the largest land trust in the United States. Indian trust consists of approximately 56 million acres of land, more than 10 million acres belonging to individual Indians. The BIA is responsible for managing over 100,000 leases, use permits, land sales, and other encumbrances, as well as interest on deposited funds. Approximately $300 million is collected annually for some 277,000 Individual Indian Money (IIM) accounts.

The Trust Asset Accounting Management System (TAAMS) is the system of record for title and land resource management within the Department of the Interior (DOI) and the Bureau of Indian Affairs (BIA) in the management of Indian Trust Land. TAAMS functionalities include Title, Leasing, Indian Land Consolidation Act (ILCA), Imaging, Invoicing and Distribution, interface to TFAS, oil and gas royalty distribution, and Land Buy Back Functionality.

The TAAMS system has the ability to account for miniscule ownership interests and distribute income derived to these individual interests, with algorithm capability which divides ownership to 10 places to the right of the decimal and 43 places for numerator and denominator. The BIA has managed the trust corpus using TAAMS for the past 20+ years. To date, the TAAMS system is the only system to meet the essential cornerstone fractionation requirement.

Overview This document provides a complete description of the TAAMS System from a functionality standpoint. This document will list all of the parts/modules of TAAMS and describe their function and purpose.

System Description The TAAMS system comprises 29 comprehensive modules that intercommunicate to deliver a seamless user experience and streamline business processes. It includes:

Acquisition and Disposal (A&D) Business Lease Conveyance Data Analytics Fee-to-Trust (FTT) Portal Fee-to-Trust Document Forestry Document Imaging Workflow Improvement Detail Invoicing Funds Payments Legal Document LTRO Queue Mineral Agreement Mineral Leasing Mortgage Portal Mortgage Document Name and Address Osage Probate Range Document Realty Proposal Receivable Document Reminders Query Reports Library Right-Of-Way (ROW) Surface Document Title Tract Trust Land Consolidation TSR Request The system enables BIA to operate as an independently, tracking and recording title ownership and processing legal property transfers, whether through sales, deeds, or probating assets. It can account for minuscule ownership interests and distribute income derived from these interests, with an algorithm capable of dividing ownership to 10 decimal places and 43 places for the numerator and denominator. The system tracks over 9 million ownership rows covering 300K tracts of land, both historical and current ownership through a Chain of Title, documenting every change-triggering event. The BIA has managed the trust corpus using TAAMS for over 20 years. To date, TAAMS is the only system that meets the essential cornerstone fractionation requirement.

Acquisition and Disposal The Acquisition and Disposal (A&D) Module is designed to streamline the processing of acquisition and disposal transactions. It generates required letters and forms, populates contact information on letters, and allows the removal of the BIA logo and agency information prior to generation. All generated documents are displayed in the Actuate Print Queue, unique to each document, and can be accessed separately on the Reports tab at a case or deed level. These documents are saved as PDF files in Print History. The module provides a search function for Grantor ID and Grantee, connecting to N&A records and allowing a quick jump to the selected N&A record. Tracts are imported from Title, and if a Tract and Grantor Ownership are involved in current Trust Land Consolidation, Indian Land Consolidation, or Probate transactions, the system blocks the transaction and displays an error message. Any defect on associated documents blocks the application. The transaction payment type is processed per business rule, and invoicing and payment of funds are tracked and completed through the Invoicing Funds Payments module. When a deed is approved, a Conveyance Deed document is automatically created and cross-referenced to the A&D transaction, with the recording date visible on the completed A&D document record. LTRO recordable document packets are created through images scanned or uploaded via imaging software, which are displayed in document folders.

The module auto-generates Document IDs, and users can select the Grantor's Tribal Affiliation. Information for LTRO, Area, Agency, and Land Area is described for tract retrieval. A Service Provider checkbox allows removal of the BIA logo and agency letterhead. Users can perform a Grantor ID search and verify residential addresses per business rules. Applications can include multiple cases, with statutory authority selection and conveyance type auto-populated based on business rules. The module supports four document class codes and auto-populates Grantor Ownership Type per document class selection. Three types of Delegation of Authority are supported, and tribal ID and name notifications can be made to the Grantor Tribe per business rules. An appraisal waiver checkbox and a sale value below FMV checkbox are also provided. Four types of conveyance types are supported, with land exchange type selection enabled if the land exchange A&D conveyance type is selected. Process date fields document information mailed and received and indicate whether the information is complete. The module also captures BIA contact name, contract title, and phone number, and includes a time log documenting the time spent preparing and completing the document.

In the tract legal section, users can add tracts to documents from the title tract module and perform various functions such as adding new tracts, removing tracts, subdividing tracts, and modifying legal descriptions. Defects associated with selected tracts are documented per business rules. The tract owners section displays information from the title, including grantor/grantee interest to be conveyed to one or more grantees. An application checklist selection is based on transaction type and land area code, and application approval allows managers to approve, un-approve, or disapprove applications. The appraisal section shows tract, payments, billing items, land exchange, and non-monetary terms. The deed checklist contains data based on transaction type and land area code, allows image uploads, and includes start and completed dates. The items container lists tasks, descriptions, required selections, uploaded images, start dates, and completed dates.

The deed process section includes a case line, deed information container with deed ID, document class, conveyance type, deed recorded, ownership type code, interest type code, process date fields, approver's information, and deed approval. Reminders can be created by the system or user for specific tasks and queried through the Reminder Query module. Events are captured by the system, detailing actions taken within the document and identifying the responsible user or system actions. The remarks section includes free-form remarks and available coded remarks, which can be edited.

The X-Ref function allows automatic cross-referencing of conveyance deeds created through A&D cases, with users able to see both active and inactive cross-referenced documents. Images scanned or uploaded to the system via an imaging system are displayed, and users can delete incorrect images or change image titles. The A&D Print Queue allows users to view and print letters and forms generated through specific A&D documents without leaving the document. Reports display letters and forms available for the case or deed, and print history contains PDF files with copies of all generated documents. This comprehensive A&D Module ensures an efficient and streamlined process for managing acquisition and disposal transactions.

Business Lease The Business Leasing module is designed to manage and automate various aspects of leasing for both commercial and residential properties, including encoding on Proposals, Improvements, Reminders, and Lease associations such as subleases, direct leases, and the promotion of subleases. The module also facilitates rental adjustments and sales receipt rates. In terms of business processes, it requires creating business contracts through the Realty Proposal module. Nightly, it receives payment files from Lockbox, sends invoice files to Treasury, distribution files to BTFA, approved documents to BTFA, and new N&A records to BTFA. Functionally, land area and document IDs are automatically generated, and the module supports eight contract types with 60 subtypes. Document status is determined by actions on the document. Contractor type selections include six choices, with a primary contractor required for invoicing. Quick verification of invoicing addresses is facilitated through a jump to the Name and Address section, and various date fields are included for contract terms In the Tract Legal section, users can search for and add lands covered by the lease and modify land descriptions to include only leased lands. Fee-To-Trust The Fee-To-Trust (FTT) module encompasses the comprehensive functionality necessary for processing and recording the acquisition or disposal of fee-held tracts, thereby effecting a transfer of land interest. The application and deed procedures are meticulously tracked within the TAAMS framework until they receive approval from the designated authorizing line officers. This approval instigates the creation of a TAAMS Conveyance Document, populated with information meticulously entered by the Fee-To-Trust Acquisition and Disposal specialist. Subsequently, the Land Title and Records office assumes responsibility for reviewing the information, applying ownership, recording, certifying, and meticulously identifying and capturing any defects, thereby ensuring the integrity and accuracy of the entire process.

The module strictly adheres to federal regulations, including the Indian Land Consolidation Act (ILCA) and the Code of Federal Regulations (CFR) Title 25, Part 151. It also complies with tribal regulations, ensuring that all processes align with tribal sovereignty and the specific requirements of individual tribes. These regulations collectively ensure a comprehensive, compliant, and transparent approach to the management of land interest transfers.

The Fee-to-Trust (FTT) Module is designed to facilitate the efficient processing of FTT applications, automating various tasks and ensuring comprehensive record-keeping. The module generates required letters and forms, populating contact information and allowing the removal of the BIA logo and agency information prior to generation. All generated documents are displayed in the Actuate Print Queue, unique to each document, and can be accessed separately on the Reports tab at the case or deed level. These documents are saved as PDF files in Print History. The module provides a search function for Grantor ID and Grantee, connecting to N&A records and allowing a quick jump to the selected N&A record. Tracts can be imported from the title or created through the FTT process, and any defect on associated documents blocks the application. When a deed is approved, a Conveyance Deed document is automatically created and cross-referenced to the FTT transaction, with the recording date visible on the completed FTT document record. LTRO recordable document packets are created through scanned or uploaded images, which are then displayed in document folders.

The module auto-generates Document IDs, and information for LTRO, Area, Agency, and Land Area is described for tract retrieval. A Service Provider checkbox allows removal of the BIA logo and agency letterhead. Users can perform a Grantor ID search and verify residential addresses per business rules. Multiple cases can be added to a document, with statutory authority and document class code auto-populated. The status can be set to Cancel Case or Withdraw Case, with corresponding remarks as per business rules, and application received dates are auto-populated. A Time Log documents the time spent preparing and completing the document. The tract legal section includes a tract list per case line, with functions based on business rules, and documents any defects associated with selected tracts.

The Tract Owners section shows tracts, associated landowners, and related documents, displaying case numbers along with tract lists that include grantor information from the title. This data includes Grantor Ownership Type, Interest Type, Interest Fraction, Document Class, Document Type, and Document ID. The Grantor/Grantee section displays the interest to be conveyed to the grantee, with the Grantee Owner ID coming from the N&A record and Grantee Ownership Type from the title tract. An application checklist shows cases, with checklist items including start date, completed date, and remarks, and users can upload required document images from the desktop. This comprehensive FTT Module ensures an efficient and streamlined process for managing Fee-to-Trust applications.

Forestry Document The Forestry module is a powerful and comprehensive tool that allows for the encoding and tracking of forestry contracts and permits throughout their life cycle. This module automates the creation of payment terms when advance payments and advance deposits are involved for contractors and contracts. Users can create invoices, view checks, verify distributions, generate reports, and enter IDs into the Name and Address module, as well as utilize capabilities within the Title Tract system.

One of the standout features is the active, updated view in the Money Record tab, which provides users with real-time information on contract activity and positioning within the process. The Money Record tab also links to associated records in Invoicing, Funds, and Payments – Query, giving users access to all pertinent information for auditing purposes. Additionally, the Tract Scale tab offers functionality for entering actual scale data, associated fines, penalties, and damages, as well as estimated volumes for contracts, which facilitate the creation of advance payment records, invoicing, and viewing of invoice images and distribution records when invoices are marked as paid.

The module supports business processes such as contract creation through the Realty Proposal module, allowing for unique tracking of consent by Trust/Restricted, Fee, and all owners, with visual calculations for consent percentages. The system ensures automated processing of payment terms, using any dedicated funds already collected and paid by the contractor. Automated processes also handle the creation of forestry invoices, apply funds schedules, and generate actual scale reports when marked entirely paid.

Forestry invoices for permits without collected money can be generated using the "Generate Invoice" button in the payments tab. The system processes paid records nightly in Posting and Distribution, sending trust records to the BTFA for owners and to dedicated Forest Management and Forest Project Funds accounts for tribes. Interest is calculated on these trust accounts daily. The module includes a reversal button for distribution records if BTFA records have not been processed nightly.

For users who prefer manual processes, the system allows for record processing and the creation of credit memos if invoicing occurs prior to applying funds. Overall, the TAAMS Forestry module offers robust functionality to efficiently manage forestry contracts, permits, and associated financial transactions.

The Forestry Module provides comprehensive functionality to manage land area and document IDs based on regional business rules. Users can create land area and document IDs, using six types of forestry contracts available. The system features a smart numbering identification field for contract numbers/names, and users can denote if there is no advance payment or if an advance deposit minimum is specified. The contractor type has five selections, requiring a primary contractor to be identified. Users can quickly verify invoicing addresses through a quick jump to the name and address field.

Contract date fields include the contract date, negotiation date, beginning effective date (available when the contract is approved), approval date, ending expiration date, and closure/cancellation date. The system will calculate the term and term type based on approval, which sets the beginning/effective date. As land encumbrance information is added to the document, total document acres or hectares will display. The recording status will be shown when the document is recorded by LTRO.

The proposals functionality documents business activities leading to the acceptance or denial of leases and allows proposals to remain active for future use. Users can search for and add lands covered by the lease using the tract legal feature. They can modify all land descriptions to include only those lands under the lease, with information displaying for the contract area and harvest area based on attached maps or exhibits. The tract owners feature allows viewing of current land ownership information for tracts in the lease. Users can quickly jump to tract and/or tract maintenance, view ownership information for each owner from the title tract module, and mark an owner as direct pay, owner use, or waived, affecting the owner's pay status.

Additional owner consent statuses can be added, such as approved by line officer, approved by landowner, approved by other, or disapproved. Users can view consent status percentages for the document, with updates reflecting immediately. Quick jumps enable transitions to the name and address record of a chosen owner, the title conveyance document through which ownership was acquired, and the maintenance portion of the system for the conveyance document. Ownership information can be saved to an Excel file or copied to the clipboard record.

The redirect feature allows income redirection from one owner to any individual within the system based on receipt codes used for that document type. Users can detail the percentage of income to be redirected and/or retained, select the document authorizing the redirection from four types possible using title documents within the system and CFR requirements, view the portion of incoming income being redirected and to whom, and view the final distribution for payments on the lease.

The money record exists for summary, detail, advance payments, and tract value. The summary provides a living spreadsheet of contract review details, with options to jump to invoice query, copy to clipboard, or save to CSV/Excel file. Line entries are summarized for all tracts with totals for contractual obligations for advance payments, deposits and payments, TFAS account, FMD distribution, owner distribution, volume (MBF), value of MBF, volume (tons), value of tons, other terms charges, total charges, report status, AD balance, and sale balance. Users can see the exact status of the money record balance per document. The detail section displays tract-by-tract details, dynamically growing columns based on the number of tracts on the document. Users can transition to invoice query and check query to display invoices or checks associated with payment terms, copy to the clipboard, and save to CSV/Excel file.

The advance payments section shows all transactions by tract, displaying advance payment used (credit per tract) and advance payment balances. The total advance payments collected per contract are shown in the totals line. The tract value section accounts for the value of stumpage removed from tracts, showing the total value by contract of stumpage removed from the land.

Contract brief information displays on all tabs, including contract number, approval date, direct pay, FMD direct pay, and report date, with a timestamp showing the current date and time when the tab is opened. Performance bond information and AD minimum balance (if applicable) display on the summary and detail tabs.

The tract scale feature displays sub-tabs for actuals, estimates, and advance payments based on the contract type, defaulting to the actuals tab. Advance payment data transfers combined data entry to the estimates tab. Business rules dictate that for allotments with estimated volumes, BIA is required to cruise the logging unit and estimate volumes, with 25% paid to owners of all allotments before cutting occurs. If a contract is stopped, that money will not be refunded. Users can add actual scale data by tract, select tracts to enter stumpage, and add various fields either monthly, every two weeks, or daily. Fields include ticket number, species (over 900), product, grade, cut start date, cut end date, unit of measure, units, rate per unit, total billed, other charge rate, FMD decimal percent, total distribution, advance distribution, advance other charges, advance FMD, and remarks.

After entering information for the first tract, users can copy it to other tracts. Advance payments can be entered using estimated volumes for species, product, grade, unit of measure, units, rate per unit, total estimate, other charge rate, FMD decimal percent, and remarks. The system shows total estimates per tract, with the ability to invoice for 25% of estimated volumes on the estimates tab. Users can uncheck the use decimal option to enter an advance payment amount per tract. When generating a payment term, the system will force users to use collected money, process payment terms, apply the payment term, auto-generate an invoice, and auto-generate an apply funds schedule. If all scale is marked as paid, the system produces an actual scale report for records used in scale reporting, statement of completion, and summary of land area timber cut reporting for accountability metrics.

Fire penalty damages can be created per tract associated with a contract. The system can generate three types of scale reports: preview, preliminary, and actual. Preview only shows current scale information; preliminary shows previous and current values and requires a payment term to be generated; actual shows all data, locking the record as part of the metric numbers for GPRA reporting. The system can also generate a report of timber cut, transitioning to the report of timber cut with office authority pre-populated and forestry document ID. The report can be run as preliminary or actual, named, saved, and submitted. Remarks can be added in an unlimited remarks input box.

Payments include a tract rates terms sub-tab, allowing users to review payment terms, direct money to pay all landowners per forestry regulations, generate and apply payment terms, view, correct, void, or apply payment terms, view invoice status, view payment distribution, view payments in suspense at lease, tract, and owner levels, and generate additional invoices, including forest management deduction fees or forestry project charges. Collected monies are posted to trust accounts at BTFA, with the system calculating interest while in those accounts.

Reminders can be created by the system or user for specific tasks and queried through the reminder query module. Events display occurrences on a forestry document record, including system-generated and user-encoded events, event type, event time, event date, user ID, and remarks. The remarks feature allows general and coded remarks to be entered.

This Forestry Module provides a robust framework to manage contracts, payments, and land information efficiently, ensuring a seamless experience for users.

Imaging Workflow The Imaging workflow is an essential tool within the TAAMS System, used for scanning or importing document images and associating them with various stages of document development. This workflow supports multiple business processes, including the scanning of images from an imaging system and the transfer of these images to Title and Realty documents throughout TAAMS. Users can retrieve images through the document from the Image queues, ensuring seamless integration and access to necessary documentation.

In terms of functionality, scanned images can be selected by the LTRO and categorized by the type of legal document. Each image is identified by key information, including LTRO, Document Title, Type of Document, Start Date, and Batch Type. The system allows users to delete, select, or perform related actions on these images, enabling the permanent association of an image to a legal type of document.

Unapproved documents can be selected using various data fields, with 15 available document class types. Depending on the type of document selected, specific class/contract types will display. Documents meeting the criteria will be shown with detailed information, and users can approve these documents within the system using the select button. The related actions button allows users to display the image, open the document, stamp and process it from the workflow, or copy it to the clipboard.

Similarly, unrecorded documents can be selected by various data fields, with 15 available document class types and dependent class/contract types displayed based on the selected document. Invoicing Funds Payments The Invoicing Funds and Payments module within TAAMS is a comprehensive system designed to manage the entire invoicing and payment process, ensuring accuracy and efficiency in financial transactions. TAAMS generates invoices that Treasury prints and mails. Invoice payments are received into TAAMS from BTFA via a LockBox setup and are matched to the invoices sent by Treasury. Once matched, these invoices are posted into TAAMS, and the details of the process are sent to BTFA through a nightly interface. Payments designated for distribution to owners are allocated and posted through the TAAMS distribution process, while payments not designated for distribution to owners are either deposited into a specified account or transferred to FFS.

The module also accommodates manual invoicing procedures when necessary, as well as the verification, approval, or adjustment of check information. The Invoicing/Funds/Payments selection on the TAAMS desktop provides access to a module that handles these tasks and includes instructions for the royalty distribution process. It supports suspending or releasing leases or owners at the contract or line-item level, as well as generating reports and distribution records.

The module's business processes encompass several critical functions: receiving a nightly payment file from LockBox and creating check records from it; auto-matching check records to invoices, with the capability for manual matching and submission of payments to invoices and IIM Accounts; posting checks matched in an account receivable file and sending nightly invoice files to Treasury; processing payments into a distribution file and sending nightly distribution files to BTFA; applying suspense funds to forestry payment terms to generate invoices with applied funds; processing the ONNR (MRAD) distribution file; creating check records for electronic transfers and BTFA deposits; posting reversals of invoice payments and payments matched to an IIM account.

Overall, the Invoicing Funds and Payments module ensures a seamless and efficient process for managing invoices, payments, and distributions, providing a robust tool for financial oversight and accuracy.

Apply Funds The Apply Funds module is an essential tool designed to streamline the management of suspense funds and their allocation to payment terms for the creation of invoices and credit memos. The module also enables the creation of credit memo schedules to match suspense to invoiced terms for the generation of credit memos. Similar to the invoicing process, it includes comprehensive search features that allow users to search by documents on contractors, ensuring that payment terms and suspense are accurately matched and recorded.

In addition to creating new schedules, the module allows users to retrieve existing schedules to review how suspense was applied. This functionality ensures transparency and accuracy in financial record-keeping, providing users with the ability to verify and audit the allocation of suspense funds.

Overall, the Apply Funds module offers a sophisticated and user-friendly interface for managing the allocation of suspense funds, ensuring accurate invoicing and credit memo generation, and providing robust search and review capabilities to support effective financial management.

LockBox Processing The Lockbox Processing module is an advanced and intricate system designed to handle the multifaceted process of posting invoice payments and distributing funds to Individual Indian Money (IIM) accounts. This module encompasses a series of sophisticated functionalities that facilitate the querying and management of checks that have not been posted. The posting process, executed as a batch operation, meticulously records invoice payments within the accounts receivable ledger and orchestrates the allocation of funds to the respective IIM accounts. The genesis of check records is derived from the processing of a lockbox file, which is obtained from a financial institution responsible for receiving invoice payments. The module operates a nightly batch process that endeavors to auto-match check records to corresponding invoices; however, the complexity of financial transactions occasionally necessitates manual intervention to match check records accurately. Once a match is established, whether automatically or manually, the check match must undergo a rigorous posting process to ensure financial accuracy.
