Evaluation of offers received:
These services will be competitively solicited and awarded using best value source selection procedures. The evaluation factors will be 1) Technical Capability, 2) Past Performance, and 3) Price. Multiple awards will be issued, with two to three awards anticipated. The responsible contractor that represents the best overall value will be the contractor that represents the best tradeoff between the factors evaluated. DESC may make an award to an offeror that is other than the lowest priced. However, DESC will not pay a premium price that it considers disproportionate to the benefits associated with the offeror's Past Performance and Technical Capability.
