This notice provides advance information for solicitation SPE1C1-20-R-0113 to procure Trouser, Soft Shell, Cold Weather (Gen III), Layer 5 for the Defense Logistics Agency Troop Support Clothing and Textiles. The following information is in reference to solicitation SPE1C1-20-R-0113.  The item being procured is as follows:

This item will be solicited as a Total Small Business Set-Aside. This solicitation will result in the award a Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity type contract inclusive of a one-year base term and three (3) one-year option terms. Multiple awards may be made. Below are the requirements:

Minimum Quantity: 52,362 (base term)/50,000 (option terms)

Annual Estimated Quantity (AEQ): 209,448 (base term)/200,000 (option terms)

Maximum Annual Quantity: 261,810 (base term)/250,000 (option terms)

The solicitation will required the submission of (one) Production Demonstration Model (PDM), size: Medium - Regular. PLEASE NOTE: OFFERED PRODUCTS MUST BE MANUFACTURED DOMESTICALLY FROM 100% DOMESTIC PRODUCTS. 

Best Value Source Selection Procedures will be used for award evaluation purposes. The following Non-Cost or Price Evaluation Factors will be utilized, which are listed in descending order of importance:

1. Technical/Risk Evaluation Factor: PDM including the following sub-factors, which are of equal importance:

Group A: Examination of end item

(a)Manufacturing Operations

(b)Visual Examination

(c)Dimensional Examination
