About this opportunity
The Naval Sea Systems Command (NAVSEA) Norfolk Naval Shipyard is procuring troubleshooting and repair services for the Integrated Communication System (ICS) on a 688 class moored training ship (MTS) located in Goose Creek, South Carolina. The contract will be awarded as a firm fixed price agreement using Federal Acquisition Regulation Part 12 commercial item procedures and Subpart 13 simplified acquisition procedures. The contractor must possess personnel with secret-level security clearance, U.S. citizenship, and DBIDS credentials for base access to perform the work. The solicitation involves a two-phase approach, with Phase I focusing on diagnosing communication system issues including 2MC and 7MC announcements, EPCP Dial Telephone displays, and other system components, while Phase II will address repairs using parts procured by the shipyard. The government intends to evaluate proposals based on technical capability demonstrating compliance with solicitation requirements and price submissions that must remain firm for 60 days. Response deadlines vary across the documentation, with dates ranging from August 20-26, 2025, and quotes must be submitted electronically to the contracting officer.
The solicitation documents contain conflicting information regarding set-aside designations, with one document indicating no set-aside and another specifying Women-Owned Small Business (WOSB) set-aside status. The government has expressed intent to award the contract on a sole source basis to L3 Technologies, Inc., though they remain open to considering other qualified vendors who respond to the solicitation. No specific contract values or budget ranges are disclosed in the available documentation. The period of performance is established from August 24, 2025, to October 24, 2025, with the contractor required to submit detailed trip reports within four business days of completing troubleshooting activities. The work will be performed at multiple locations including the Naval Nuclear Power Training Unit in Goose Creek, South Carolina, and Norfolk Naval Shipyard in Portsmouth, Virginia.
