About this opportunity
The Defense Health Agency is conducting an industry forum and market research initiative for the TRICARE Medicare Eligible Program 2nd Generation (TMEP2), a single-award full and open competition to acquire claims processing and customer support services for approximately 2.7 million dual-eligible TRICARE/Medicare beneficiaries across the continental United States and five U.S. territories. The industry forum took place January 27–29, 2026, with one-on-one sessions and a general overview held virtually via Microsoft Teams; DHA has posted industry forum presentation slides, attendee list, and government responses to post-event questions as of June 30, 2026.
The contractor will manage approximately 60 million net annual claim receipts, 2.4 million telephone calls, and 760,000 routine correspondence items, with requirements including DEERS-based eligibility verification, toll-free customer service available 6:00 AM to 11:00 PM EST, quality management programs, 24-hour read-only government access to claims data, and personnel security programs compliant with TRICARE Systems Manual standards. Teaming is permitted with no workshare percentage limitations; key subcontractors must be identified at proposal submission. The current TMEP contract expires March 30, 2028. DHA has established FY25 subcontracting goals of 45.5% small business, 3% HUBZone, 5% service-disabled veteran-owned small business, 5% small disadvantaged business, and 5% women-owned small business. The anticipated acquisition timeline includes final RFP issuance in Q3 CY26, proposal due date in Q3 CY26, and contract award in Q2 CY27, with transition beginning Q3 CY27. Ms. Geraldine Duran is the contracting officer as of April 23, 2026.
