About this opportunity
The Bureau of Land Management (BLM) Oregon State Office is seeking a firm fixed price services contract for Tribal Monitoring during the NW Malheur Project Implementation in 2025. The contract will be awarded to the Burns Paiute Tribe as the sole source provider under FAR subpart 13-106(b), specifically to ensure project activities avoid impacting the Castle Rock Traditional Cultural Property (TCP). The primary objective is to protect traditional and sacred cultural resources important to the Burns Paiute Tribe through on-site tribal monitoring during project implementation. The procurement falls under the Environmental Consulting Services NAICS code 541620, with a small business size standard of $19 million. While the pre-solicitation notice indicates all responsible sources may submit a quotation, the contract appears targeted specifically to the Burns Paiute Tribe through a pre-existing Memorandum of Understanding (MOU).
The contract is not set aside for any specific small business designation, and the estimated performance period runs from the time of contract award through April 15, 2026. The solicitation was posted on March 27, 2025, with responses due by April 10, 2025. While no specific contract value is mentioned, the procurement is for monitoring services within the Bureau of Land Management Vale District's area of responsibility. The contract will involve tribal monitors working within the Area of Tribal Interest (ATI) to provide cultural resource protection during project implementation. The procurement process allows for quotation submissions from all responsible sources, though the language suggests a direct award to the Burns Paiute Tribe is anticipated based on their unique relationship and MOU with the BLM.
