About this opportunity
The National Labor Relations Board seeks lodging and meeting space for its Trial Advocacy Training Conference scheduled September 14 through 18, 2026, in either Chicago, Illinois or Denver, Colorado, with proposals due June 15, 2026 at 11:00 AM EST and questions due June 10 at 11:00 AM ET.
This is an RFQ (63NLRB26Q0001) with no set-aside, issued on a firm fixed-price basis for best value. The vendor must provide lodging for 130 total guests—125 for four nights (September 14–17) and 5 for five nights (September 13–17)—with clean, well-furnished rooms including high-speed Wi-Fi and handicapped-accessible accommodations. Meeting space must include one general session room accommodating 140 attendees in banquet-style seating, ten breakout rooms for up to 15 people each in U-shaped configuration, and one hospitality room. The vendor must supply morning and afternoon refreshment breaks on September 15–17. The facility must be located in a safe downtown area (or reasonably nearby) with nearby restaurants within walking distance, comply with the Hotel and Motel Fire and Safety Act of 1990 and the Americans with Disabilities Act, and preferably offer on-site restaurants, business centers, exercise facilities, guest parking, and airport shuttle service.
Lodging pricing should meet per diem ceilings; however, the Government will consider rates above the per diem ceiling when rooms are reasonably unavailable at that level, consistent with Federal Travel Regulation provisions permitting actual expenses up to 300 percent of applicable per diem. Rooms may be split among multiple locations, though consolidation at one hotel is preferred. There is no incumbent contractor.
Evaluation criteria are technical (location, room quality, meeting space specifications, transportation, parking, exercise facilities), past performance (three Federal Government contract references from the past three years), and price. Quoters must submit separate technical and price proposals with a statement accepting or listing exceptions to solicitation terms. Updated clarifications on pricing flexibility, location alternatives, and room configurations were posted June 11. The NAICS code is 721110 (Hotels except Casino Hotels and Motels); PSC is X1AB (Lease/Rental of Conference Space and Facilities).
