About this file
This file contains clarifications and questions with responses for RFQ 63NLRB26Q0001, a solicitation issued by the National Labor Relations Board (NLRB) for Trial Advocacy Training Conference lodging and meeting space. The conference is scheduled for September 14-18, 2026, in either Chicago, Illinois or Denver, Colorado. Key clarifications address pricing flexibility, location alternatives, and room configuration requirements. The Government confirmed that lodging priced above the standard per diem rate may be considered when reasonably unavailable at the per diem ceiling, consistent with Federal Travel Regulation provisions permitting actual expenses up to 300 percent of applicable per diem. The Government also indicated willingness to consider properties located near but outside the immediate downtown core, provided they remain in safe areas with convenient access to restaurants and amenities.
Additional requirements clarified include: the September 14-18, 2026 dates are fixed and not subject to change; 130 total lodging rooms are required for single occupancy; rooms may be split among multiple hotel locations, though the Government prefers consolidation at one hotel; and there is no incumbent contractor for this requirement. The meeting space must accommodate a general session for up to 140 people in banquet rounds, ten concurrent breakout rooms, and a hospitality room. This is a new requirement with no prior execution history.

| 1 | Factor III (Price) requires lodging to be priced at or below the Government per diem rate per night. Our market research indicates that downtown Chicago and Denver properties able to meet the Section 3 meeting-space requirements (a general session for up to 140 in banquet rounds, ten concurrent breakout rooms, and a hospitality room) have limited availability at or below per diem for the September 14 to 18, 2026 dates, which fall during both cities' peak conference season. Will the Government consider lodging priced above the per diem ceiling for this requirement? We note that the Federal Travel Regulation permits actual-expense lodging up to 300 percent of the applicable per diem (FTR §§ 301-11.300 through 301-11.306) when lodging is not reasonably available at the per diem rate. | Yes |
| 2 | If the per diem ceiling remains firm, will the Government consider proposals from properties located near, but not within, the immediate downtown core, provided they remain in a safe area within walking distance of a variety of restaurants as described in Section 3? | Yes |
| 3 | Are the September 14 to 18, 2026 conference dates fixed, or would the Government consider alternative dates? | No |
| 4 | For the 130 total lodging rooms, are all rooms to be single occupancy or double occupancy? | Single |
| 5 | Are the 130 rooms allowed to be split among multiple hotel locations? Or do they need to be all in one hotel? | Our preference is to have the rooms at one hotel, but would consider multiple locations. |
| 6 | Is there an incumbent/has this been done in the past? | No |
