About this opportunity
The National Labor Relations Board intends to issue a Request for Quotes for Trial Advocacy Training Instructor services, with no hard deadline stated in this pre-solicitation notice. The procurement is full and open; no set-aside applies. This will be a firm-fixed-price contract.
The contractor will develop and conduct a trial skills training workshop for NLRB attorneys with one to ten years of experience. Key personnel must demonstrate substantial experience providing advocacy training to attorneys practicing before trial court level and proficiency with the Federal Rules of Evidence. Preference is given to key personnel with exposure to NLRB litigation or similar federal experience. The training will focus exclusively on litigation before a judge or administrative law judge, not jury trial.
Required training topics include preparing and conducting direct and redirect examination of witnesses; best practices for admitting and using exhibits (affidavits, position statements, electronic documents, texts, social media, and recordings); rehabilitating witnesses; credibility assessment; witness preparation; preparing and conducting cross and Rule 611(c) examinations of adverse witnesses; impeaching witnesses; and application of the Federal Rules of Evidence in courtroom settings, including making and responding to objections and ensuring a complete administrative hearing record.
