About this opportunity
The Department of the Army National Guard, specifically the 126th Air Refueling Wing at Scott Air Force Base in Illinois, is seeking tree removal services through this Request for Information (RFI). The primary objective is to identify small business contractors capable of removing three trees—one diseased ash tree and two white pine trees—that are causing damage to HVAC equipment and clogging roof drains near Building 5000. Key requirements include complete tree and stump removal, disposal of associated infrastructure such as the retaining wall and drainage pipes, site restoration with backfill and seeding, and repair of any collateral damage to government property. The contractor must comply with Air Force Corporate Facilities Standards and Scott AFB Installation Facilities Standards, conduct a mandatory site visit, participate in a kick-off meeting within one week of the Notice to Proceed, and coordinate bi-weekly meetings with the contracting squadron. The response deadline for this market research notice is February 13, 2026, with submissions required via email to 126.arw.fal.msc.contracting@us.af.mil.
This opportunity is designated as a Total Small Business set-aside, limiting competition to qualified small business contractors. No incumbent contractor is identified in this pre-solicitation notice, as the RFI is issued for market research and planning purposes only and does not constitute a binding request for proposal or invitation to bid. The government has not disclosed a specific budget or award value for this requirement, as the RFI is designed to gather industry information to determine the appropriate acquisition strategy. Work must be completed within a negotiated period of performance following issuance of the Notice to Proceed, with all activities conducted during standard business hours (7:30 A.M. to 4:30 P.M., Monday through Friday) at 126 Air Guard Way, Scott AFB, Illinois 62225. Interested contractors should note that responses to this RFI will not result in direct awards and that all submissions become government property; however, qualified respondents may be contacted directly for oral quotes on subsequent acquisitions.

All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation to bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach.
