About this file

This is a Performance Work Statement (PWS) for tree removal services at Scott Air Force Base, Illinois, issued by the 126th Air Refueling Wing on 5 February 2026. The project requires removal and disposal of three trees near Building 5000: one diseased ash tree and two white pine trees that are dropping debris onto expensive HVAC equipment and clogging roof drains. The contractor must remove the tree stumps, retaining wall, and corrugate drainage pipes around the ash tree; obtain a dig permit prior to work; backfill and level all disturbed areas with soil and seed; ensure grass growth in removal areas; and repair any sidewalk or government property damage incurred during removal. The work location is 126 Air Guard Way, Scott AFB, IL 62225.

The contractor shall propose a period of performance negotiated with the government following Notice to Proceed (NTP) issuance, with all work completed within the agreed timeframe. Key administrative requirements include conducting a site visit to verify measurements and conditions, holding a kick-off meeting within one week of NTP, coordinating bi-weekly meetings with the 126th Contracting Squadron once construction begins, and providing 2-week look-ahead schedules. The contractor must obtain AF Form 103 (Work Clearance Request) five days before commencing work and submit material submittals using AF Form 3000 for approval at least 30 days in advance of installation. Work shall be accomplished during standard business hours (7:30 A.M. to 4:30 P.M., Monday-Friday), with power outages scheduled for weekends or 126ARW down days. All work must comply with UFC 1-200-01, Air Force Corporate Facilities Standards, and Scott AFB Installation Facilities Standards. Project points of contact include MSgt Benjamin James (Contracting Specialist/Officer), Capt Brett Luithly (Project Manager), Mr. Larry Fuller (Construction Inspector/Manager), and Mr. Eric Bennett (Real Property Manager).
