About this opportunity
The U.S. Coast Guard seeks tree felling services for USCG Air Station Sitka, with quotations due July 30, 2026 at 10:00 AM Pacific Time. The procurement is a HUBZone set-aside issued as a Request for Quotation (RFQ) under solicitation number 70Z08426QDL940021.
Place of performance is Sitka, Alaska. The work involves removing approximately 100 trees (ranging from 6 to 48 inches in diameter and 10 to 100 feet in height, consisting of Hemlock, Cedar, and Sitka Spruce) within approximately 40 feet of major aircraft components at the Harbor Mountain crash site to establish safe helicopter operating corridors. Trees shall be directionally felled away from the aircraft when terrain and safety conditions permit. The contractor bears sole responsibility for transporting personnel and equipment from the Harbor Mountain Road picnic area to the work site. Period of performance is 15 calendar days from contract award, with weather-related extensions requiring written Contracting Officer approval.
The NAICS code is 115310 (Support Activities for Forestry) and PSC code is F014 (Natural Resources/Conservation—Tree Thinning). The contract type is firm fixed price. The procurement applies FAR Subpart 12.2 for commercial items and incorporates FAR clauses through Federal Acquisition Circular 2026-01, including Service Contract Act prevailing wage requirements established under Wage Determination 2015-5685 (Revision 29).
Critical requirements include qualified personnel with steep-terrain experience, submission of an Activity Hazard Analysis addressing slope operations and medical evacuation, daily safety briefings, compliance with OSHA and Alaska safety regulations, and prohibition of photography or digital mapping of the mishap site without written authorization. Evaluation awards to the lowest-priced, technically acceptable quote, assessing technical capability on an acceptable/unacceptable basis with price as the determining factor. Written quotations only; submit to jet.i.flores@uscg.mil and christopher.u.columbres@uscg.mil. Amendment A0001 extended the close date to July 30.
