Work within minimum approach distances for energized lines requires compliance with OSHA standards and ANSI A300 and ANSI Z133. The contractor must provide all labor, equipment, materials, supervision, and incidentals, including emergency and non-emergency clearing of fallen trees, stump grinding or removal, and debris chipping and disposal per Maryland Department of Environment regulations.
The contract consists of a 12-month base period with four 12-month option periods, running from October 1, 2026 through September 30, 2031. Three service line items are included in each year: Preventive Utility Line Clearing, Standby Emergency Storm Response, and High Risk Large Tree Removal. Pricing is subject to prevailing wage requirements under the Service Contract Act (Wage Determination No. 2015-4281, effective August 22, 2026). The solicitation is being procured concurrently through both SAM.gov and GSA, with award anticipated to one responsible contractor representing best value.
