About this opportunity
The 60th Civil Engineering Squadron at Travis Air Force Base, California (under Air Mobility Command) is preparing to procure sheep grazing services to manage vegetation, reduce hazardous wildfire fuel loads, and suppress invasive plant species, with a sources-sought response deadline of July 29, 2026. This procurement is set aside for total small business, including Small Disadvantaged Businesses, HUBZone firms, certified 8(a) firms, Service-Disabled Veteran-Owned Small Businesses, and Woman-Owned Small Businesses.
Performance spans eleven designated pastures totaling approximately 520 acres at Travis AFB. The contractor must provide a 24-hour, 7-day-per-week on-site shepherd to manage the herd and coordinate grazing operations directly with the Contracting Officer's Representative and Natural Resource Manager. Residual dry matter shall be maintained between 500–2,000 lbs. per acre unless otherwise directed. The contractor bears full responsibility for mobilization and demobilization of all animals, personnel, equipment, and trailers; base access coordination for all staff including foreign national shepherds; livestock medical certificates; and all environmental and safety compliance.
The period of performance is approximately four months (120 calendar days) during a seasonal window determined by the Natural Resource Manager based on forage conditions, with the Contracting Officer issuing a Notice to Proceed at least 14 days prior to start. Performance is measured against mobilization readiness, 100 percent regulatory compliance, and complete project management duties including accurate invoicing and incident reporting.
Responses to the sources-sought notice must include business name and address, CAGE Code, DUNS Number, company representative information, business size classification, and a brief capabilities package. Submit to trong.hoang@us.af.mil and christina.johnson.32@us.af.mil by July 29, 2026 at 12:00 PM Pacific Time.
