This is a Performance Work Statement (PWS) for Sheep Grazing Services at Travis Air Force Base, effective July 6, 2026, administered by the 60th Civil Engineering Squadron.

The contractor shall provide comprehensive sheep grazing services to manage vegetation, reduce hazardous wildfire fuel loads, and suppress invasive plant species across eleven designated pastures totaling approximately 520 acres at Travis AFB. Sheep serve as the primary grazing method, with cattle co-grazing permitted only upon written approval from the Natural Resource Manager (NRM) and Contracting Officer's Representative (COR). The contractor must mobilize and demobilize all animals, personnel, equipment, and RV/trailers, coordinate base access for all staff including foreign national shepherds, and provide applicable medical certificates for livestock. The period of performance is approximately four months (120 calendar days) during a seasonal window determined by the COR/NRM based on forage conditions, with the Contracting Officer issuing a Notice to Proceed at least 14 days prior to the start date. The contractor shall maintain an on-site shepherd operating 24 hours daily, 7 days weekly, to manage the herd and coordinate directly with the COR regarding grazing intensity, livestock composition, and timely rotations. Residual Dry Matter (RDM) shall be maintained between 500–2,000 lbs./acre unless otherwise directed. The contractor bears full responsibility for all mobilization, equipment, utilities (except livestock water from existing troughs), personnel qualifications, safety and environmental compliance, and damages to government property. Performance is measured against three primary metrics: 100% mobilization and operational readiness by contract start, 100% compliance with land use and environmental regulations, and 100% completion of project management duties including accurate invoicing, mandatory meeting attendance, and incident reporting, with no more than one customer complaint per month for each objective.

TASKS

1.1. PURPOSE

The purpose of the sheep grazing services is to manage vegetation through prescribed grazing at Travis Air Force Base (TAFB). The Contractor will graze sheep to reduce hazardous fuel loads for wildfire mitigation and to suppress the growth of invasive plant species. These services will decrease overall wildfire risk to protect public health and safety, and control non-native growth across the installation.

1.2. DESCRIPTION OF SERVICES

The Contractor shall perform Sheep Grazing Services to reduce fuel loads and suppress the growth of invasive plant species. While sheep shall serve as the primary grazing method, co-grazing arrangements utilizing cattle may be permitted at the sole discretion and approval of the TAFB Natural Resource Manager (NRM) and Contracting Officer’s Representative (COR). To accomplish this, the contractor will coordinate with TAFB NRM and COR to determine the location, intensity, and approved livestock composition for grazing.

Currently, TAFB has eleven (11) grazing pastures which are suitable for grazing operations (Figure 1). Grazing will comply with the 2024 TAFB Grazing Management Plan, which outlines Animal Unit Month (AUM) and land use regulations for each pasture (Table 1). The Contractor will be responsible for monitoring grazing at each location and coordination with NRM/COR when livestock should be rotated. Contractor shall provide an on-site shepherd which will manage the herd 24 hours a day for 7 days a week basis. The Contractor shall provide an RV/trailer for the shepherd's living accommodations, which can be parked in pre-determined locations closest to the pasture where the animals are located.

The Contractor is responsible for complete mobilization and demobilization of animals, staff, and all equipment on and off the installation. Foreign nationals may be approved as shepherds, however, will be subject to background checks and necessary access procedures. The COR/NRM will submit any application for base access. The Contractor shall have and maintain all licenses and certificates required to perform all work requirements in this Performance Work Statement (PWS). The Contractor shall, provide everything needed to perform grazing at TAFB, as defined in the PWS except as specified in the PWS as Government furnished property or services. The contractor will be held liable for any damages to government property as a result of work activities including but not limited to the items covered in Section 2 below.
