About this opportunity
The Department of Veterans Affairs National Cemetery Administration is conducting market research for trash removal services at Cape Canaveral National Cemetery in Mims, Florida. The pre-solicitation seeks qualified sources under NAICS code 562219 (Other Nonhazardous Waste Treatment and Disposal) with a size standard of $47 million to provide comprehensive waste management services. The contract will require vendors to furnish all supervision, labor, equipment, materials, and supplies necessary for trash removal operations at the national cemetery. The VA is particularly interested in identifying the business size classification of potential contractors, including HUBZone, 8(a), small, small disadvantaged, veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB) designations. Interested companies must respond by August 14, 2025, with their qualifications and business certifications to help the government make appropriate acquisition decisions.
While no specific set-aside designation is currently applied, the VA indicates that if market research identifies two or more qualified SDVOSB or VOSB contractors certified through SBA's VetCert program who can perform at fair and reasonable prices, the subsequent solicitation will be set aside for veteran-owned businesses per 38 U.S.C. 8127. The contract structure will establish a firm fixed-price arrangement with a base period and four option years for ongoing services. Service requirements include two trash pickups per week using vendor-provided dumpsters, with operations conducted Monday through Friday between 7:30 AM and 3:00 PM, excluding federal holidays. No incumbent contractor or current budget range is specified in the pre-solicitation notice. Following review of the sources sought responses, the VA may publish a formal solicitation on SAM.gov or GSA eBuy for competitive bidding.
