About this opportunity
Volk Field Air National Guard Base in Camp Douglas, Wisconsin is seeking transportation services for the relocation of multiple 4th and 5th generation static display military aircraft from various locations across the continental United States. The Department of the Army National Guard issued this Sources Sought Notice to conduct preliminary market research and identify qualified small business sources capable of providing safe, secure, and efficient aircraft transportation services. The aircraft will support Crash Damaged Disabled Aircraft Recovery (CDDAR) training operations conducted by military personnel. Interested firms must demonstrate experience in high-value military aircraft transport, describe specialized equipment and transportation methods, explain regulatory compliance and permitting processes, and confirm insurance coverage meeting federal contractor standards. Respondents must also confirm their ability to meet Limitations on Subcontracting requirements, whereby the prime contractor cannot pay more than 50% of the contract amount to subcontractors that are not similarly situated entities. The response deadline is October 31, 2025, and this notice is classified under NAICS Code 488190 (Other Support Activities for Air Transportation) and PSC Code V119 (Transportation/Travel/Relocation—Transportation: Other). It is important to note that this is a Sources Sought Notice for information and planning purposes only and does not constitute a formal solicitation or commitment by the Government to procure services.
This opportunity carries no set-aside designations, and no incumbent contractors or award values have been identified in the notice. The notice does not specify the exact quantity of aircraft to be transported, the timeline for service delivery, or potential contract values. Interested firms may self-identify their socio-economic status, including small business, 8(a) program participant, HUB Zone business, and Service-Disabled Veteran-Owned Small Business classifications. The Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals or pay for information or administrative costs incurred in response to this notice. Submittals will not be returned to respondents, and the notice does not commit the Government to issue a formal Request for Quote, Invitation for Bid, or Request for Proposal in the future. However, this Sources Sought Notice represents an important opportunity for small businesses to position themselves for potential future solicitation consideration by responding with detailed information about their transportation capabilities and qualifications.
