About this opportunity

The National Oceanic and Atmospheric Administration seeks to acquire one transportable C-band weather radar facility with an option for up to two additional X-band radar facilities, for a potential total of three systems. This requirement is in support of fire weather and post-wildfire hydrology research objectives. Offerors are to propose the development or acquisition of a suitable dual-polarization weather radar for stationary deployments of weeks to months, integrated with a transport vehicle platform. Proposals must also include a service plan and maintenance documentation to transfer long-term support of the system to NOAA's National Severe Storms Laboratory radar engineering team. The resulting single award firm-fixed price contract will be evaluated based on technical approach, past performance, and price. The solicitation number is 1305M324Q0076 and will be issued by NOAA with proposals due by March 6, 2024.

This requirement has been set aside for total small business participation. The primary NAICS code is 541715 and PSC code is F196. There is no incumbent contractor. The value of the base C-band radar order is unspecified, with options for one or two additional X-band radar systems. The contract is for delivery of up to three transportable weather radar facilities over an unspecified period of time for research use.

Notice text

The objective is to acquire one (1) fully transportable C-band weather radar facility with an option to purchase one (1) or two (2) additional transportable X-band weather radar facilities, for a total potential purchase of three (3) radar facilities.  This requirement is in support of fire weather and post-wildfire hydrology research objectives.  This facility is envisioned to be a truck-mounted dual-polarization weather radar.  It is intended for stationary deployments of weeks to months, either on commercial power or off-grid.  The scope of this solicitation includes the development or acquisition of a suitable weather radar and integration with a transport vehicle (e.g., non-CDL medium truck) platform.  The scope also includes a service plan and maintenance documentation to gradually transfer long-term support of the system to the National Severe Storms Laboratory (NSSL) radar engineering team.
