About this opportunity

The Defense Logistics Agency Land and Maritime is procuring hydraulic transmissions for the Route Clearance Vehicle M1272 (Buffalo) through solicitation SPRDL1-25-R-0074. The solicitation seeks 12 units of hydraulic transmission part number 57K8954 (NSN 2520-01-665-9743) under the production quantity CLIN 0001AA, with an additional unexercised option for 12 more units under CLIN 0002AA. This specialized transmission is uniquely designed to mount to the Buffalo engine and transfers power from the vehicle's engine through a series of gears to multiply torque output before delivering energy to the differential and axles. The contract will be awarded on a firm fixed-price basis with a delivery requirement of 180 days after award, and the solicitation may utilize a reverse auction pricing technique following the initial submission deadline. The deadline for proposal submissions has been extended to October 30, 2025, at 3:00 PM local time in Warren, Michigan.

This procurement does not include any small business set-aside designations and is unrestricted to all eligible contractors. The solicitation has been amended to increase quantities from the original 9 units to 12 units for both the base production quantity and the unexercised option, representing a 33% increase in potential procurement volume. Performance will involve delivery to the DLA Distribution New Cumberland Facility in Pennsylvania, with inspection and acceptance occurring at the origin point. The transmissions must meet specific military preservation and packaging requirements according to MIL-STD-2073-1E standards, including detailed preservation, cleaning, and marking procedures. The procurement falls under NAICS code 336350 (Motor Vehicle Transmission and Power Train Parts Manufacturing) with a size standard of 1,500 employees, and contractors must be prepared to participate in the reverse auction system if one is conducted following the proposal submission period.

Power from the vehicle’s engine is transferred along a path through the transmission, driveshaft, differential, and wheels, which drive the vehicle forward and backwards. The transmission uses its series of gears to multiply the torque output of the engine and provide that energy via the driveshaft to the differential and axles. Without it, the power generated by the engine cannot be transferred to the wheels. This transmission has been specifically designed to mount to the Buffalo engine, which makes it unique among other commercially procurable transmissions.
