About this opportunity
The United States Patent and Trademark Office (USPTO) is conducting market research through a Request for Information (RFI) to identify innovative solutions for transforming patent application ingestion, processing, and publication processes with the goal of bringing 100% of patent publications in-house. The agency seeks industry best practices and cutting-edge technologies for managing intellectual property data, specifically focusing on data curation, conversion and validation of source text and images into standardized publication-ready formats, and processing Complex Work Units (CWUs) such as tables, mathematical equations, and chemical formulas that comprise approximately 40% of patent applications. Vendors must demonstrate capabilities in areas including OCR, AI/ML technologies, XML processing, cloud-based solutions, and integration with existing USPTO systems while maintaining strict security compliance and section 508 accessibility requirements. The RFI requires detailed responses to seven technical questions, with submissions limited to 20 pages excluding cover sheets and tables of contents. The response deadline has been extended to July 30, 2025, at 5:00 PM Eastern Time, with a Q&A document already published to address vendor questions.
This opportunity does not include any set-aside designations and falls under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. No incumbent contractors or potential award values are specified in the documentation, as this is strictly a market research exercise with no guarantee of future solicitation. The USPTO processes significant volumes with approximately 325,000 electronic grants and 450,000 pre-grant publications annually, with 97% of applications filed electronically. Current patent publication workflow involves exporting data to publication vendors approximately 9 weeks before publication date, averaging 4-5 applications per week. The agency has not yet determined contract type, implementation timelines, or specific budget allocations, emphasizing that participation is voluntary and response costs will not be reimbursed. The USPTO maintains a complex technological infrastructure including Content Management Systems, Image File Wrapper systems, and Patent Application Services requiring sophisticated integration capabilities from potential vendors.
