About this opportunity

The Department of the Navy Naval Facilities Engineering Command has awarded a sole-source modification to Conti Federal Services, Inc. under contract N33191-21-C-0003 for emergency replacement of three utility substation transformers at Building #440 (C4I facility) at Naval Support Activity Naples, Italy, with an estimated modification value of $400,000.

The justification invokes 10 U.S.C. 3204(a)(2) and FAR 6.302-2, citing unusual and compelling urgency. USS #1 failed catastrophically on October 16, 2025; the two remaining transformers, commissioned over 20 years ago, face imminent critical failure due to age and increased electrical demand from expanded mission activities. The facility supports Commander Naval Forces Europe/Africa and Commander Sixth Fleet operations during ongoing major combat operations commencing February 28, 2026. The Government asserts Conti Federal is the only source capable of meeting the 270-day performance requirement, given existing site mobilization, pre-cleared personnel, system knowledge, and security clearances. A competitive MACC solicitation was closed after other offerors indicated they would require 150 additional days beyond the Government's timeline. Delays would incur estimated costs of $4,000 daily and compromise mission-critical operations. The modification, funded from FY26 Operations & Maintenance resources, is added to the existing Design-Bid-Build contract originally awarded March 30, 2021 for $30,333,211, now totaling $44,120,777 with all modifications. Current construction performance on the primary contract is approximately 85% complete.

Notice text

This Justification and Authorization Memorandum (J&A) is for replacement of transformers USS #1, #2, #3. The current transformers were commissioned over 30 years ago and are at risk of critical failure due to its age and increased usage.  Due to increased mission activities, additional manpower was assigned to the building which has increased the usage of electricity.  The NAVFAC team has replacement of these vulnerabilities planned by slowly phasing-out the outdated electrical components starting from Main Switch Gears (MSG).  During a routine testing of the newly installed MSG #1 utilizing USS #1, an unexpected internal malfunction resulted the failure of USS #1. To mitigate, USS #2 and #3 is now operating at increased capacity in conjunction with MSG #2 and #3.  Without the functioning of USS #1, MSG #1 can’t be tested for certification and cannot be put into operation.  This failure has delayed replacement of MSG #2 which is a requirement of the Contract.  Delay in the replacement of USS #1 will result in delay of contractor’s ability to fulfill schedule of current contract completion date.

Awarded contract N3319121C0003 to unknown vendor for unknown amount on 2026-04-30.
