About this opportunity

The U.S. Army Corps of Engineers (USACE), Walla Walla District, has issued a Special Notice regarding the intent to solicit and negotiate solely with GE Grid Solutions LLC for the procurement of six GE DGA900 Kelman Dissolved Gas Analyzers (DGAs) and two GE DGA900 TapTrans Base Units for the Lower Monumental Project. This requirement is related to the Power, Distribution and Specialty Transformer Manufacturing industry, with the North American Industry Classification System (NAICS) code of 335311.

The purpose of this Special Notice is to inform industry of USACE's intent to acquire the specified DGAs and related equipment and services from GE Grid Solutions LLC, without competition, pursuant to the authority provided under 10 U.S.C. 2304(c)(1) and implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(2). The deadline for interested parties to identify their interest and capabilities in writing is 10:00 AM Pacific Time on April 15, 2024. Any response must provide clear, compelling, and convincing evidence that competition will be advantageous to the Government. The Government reserves the sole discretion to determine whether to conduct a competitive procurement for future requirements based on the information received.

The U. S. Army Corps of Engineers (USACE), Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely with GE Grid Solutions LLC for six GE DGA900 Kelman Dissolved Gas Analyzers (DGAs) and two GE DGA900 TapTrans Base Units for Lower Monumental Project to include all periphery items for the T01/T02 and T1/T2 transformer banks, commissioning services and training.

A determination not to compete this proposed contract has been made Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(2), For purchases exceeding the simplified acquisition threshold.  The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5.

This notice of intent is not a formal solicitation or request for competitive proposals.  No solicitation document is available and telephone requests will not be honored.  No award will be made on the basis of quotations or offers received in response to this notice.

Interested parties may identify their interest and capabilities in writing to ruth.a.johnson@usace.army.mil no later than 10:00 AM Pacific Time on April 15, 2024.  Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.  The intent of this synopsis is for informational purposes only.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements.  A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
