About this opportunity

NASA's Shared Services Center announced a sole-source procurement for the University of North Carolina Understanding Aerospace Industry Course from the University of North Carolina at Chapel Hill, with capabilities submissions due by 12:00 p.m. Central Time on July 20, 2026. The government has determined UNC at Chapel Hill is the sole provider of this course under FAR 12.102(a) authority, though it will evaluate written submissions of capabilities and qualifications to determine whether to conduct the procurement competitively; the decision to proceed non-competitively rests solely with the government.

The four-and-a-half-day instructor-led training program will run November 2–6, 2026, at Kennedy Space Center, Merritt Island, Florida, with virtual access available. The course targets senior program and project leaders (SES and GS-14/15 level) executing complex, high-dollar NASA missions, and covers five learning objectives: strategic understanding of the aerospace value chain and industry dynamics; acquisition and contracting implications; industry stakeholder mapping and communication; data-driven decision making using aerospace market and cost data; and merit-based culture and workforce credibility. Delivery includes lectures, small group discussions, experiential learning, individualized coaching, government and industry executive panels, course materials, and completion rosters. Performance will be located at NASA Headquarters. The procurement uses non-commercial procedures under FAR Part 13, NAICS 611430, and solicits written responses only; oral communications are not acceptable.
