About this opportunity

The Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC) is conducting market research through a Request for Information (RFI) to identify industry capabilities for providing a Training Management System (TMS) solution. The agency seeks either a new TMS or continued support for its current system, which manages approximately 32 functional areas supporting training operations across FLETC's facilities. Key requirements include dynamic class scheduling with customizable business rules, curriculum design and lesson plan management, instructor and facility scheduling across over 1,000 unique training venues at four locations, monthly billing for 90+ organizations, and production of up to 600 class schedules. FLETC also requires vendors to demonstrate Federal or FEDRamp Authority to Operate (ATO) certification, implementation of federal IT security controls, and two-factor authentication with public-facing portal capabilities. The RFI was posted on April 2, 2026, with responses due by April 10, 2026, at 4:00 pm ET, with future solicitations expected to be posted on www.fbo.gov.

This procurement carries no set-aside designation and the RFI does not identify any current contractors or potential incumbents. No award value or budget range is specified in this market research phase, though the scope encompasses a mission-critical enterprise system currently operating in production in Glynco, Georgia and in a pre-production/disaster recovery environment in Artesia, New Mexico. Interested vendors are requested to submit responses including a capability statement or single electronic pamphlet not exceeding ten pages, along with their DUNS number and applicable small business certifications. The system currently manages critical functions for approximately 300-400 classes per month across the four FLETC locations. Vendors should direct inquiries to Michael J. Haynes, Contracting Officer, at michael.j.haynes@fletc.dhs.gov or 912-261-4186, noting that this RFI is non-binding and serves to inform future procurement planning for Fiscal Year 2027.
