About this file

This is a Request for Information (RFI) issued by the Federal Law Enforcement Training Centers (FLETC), a component of the Department of Homeland Security, to conduct market research on Training Management System (TMS) solutions. The RFI was posted on April 2, 2026, with responses due by April 10, 2026, at 4:00 pm ET. FLETC seeks industry input on the feasibility of either acquiring a new TMS or continuing to support its current system, with findings to inform procurement planning for Fiscal Year 2027.

FLETC's current TMS is an enterprise-wide IT system managing approximately 32 functional areas supporting mission-critical training operations. Key functions include scheduling, student registration and management, curriculum design, financial management (tuition and billing), instructor management, lodging assignment, testing and evaluation, visitor registration, electronic medical records, and ammunition inventory management. The system operates in two environments: Production in Glynco, Georgia and Pre-production/Disaster Recovery in Artesia, New Mexico. FLETC is particularly interested in understanding vendor capabilities for: dynamic class scheduling with customizable business rules; curriculum design and lesson plan management; instructor and facility scheduling across over 1,000 unique training venues at four locations; monthly billing for 90+ organizations (300-400 classes per month); production of up to 600 class schedules; ad hoc data reporting; system records management and versioning for accreditation; Federal or FEDRamp Authority to Operate (ATO); federal IT security controls implementation; and two-factor authentication with public-facing portal capabilities. Vendors are requested to submit responses including a capability statement or single electronic pamphlet (less than 10 pages), DUNS number, and small business certifications if applicable. This RFI is non-binding, with future solicitations expected through www.fbo.gov. The primary point of contact is Michael J. Haynes, Contracting Officer, at michael.j.haynes@fletc.dhs.gov or 912-261-4186.

Synopsis:

THE PURPOSE OF THIS NOTICE IS TO CONDUCT MARKET RESEARCH: The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is conducting market research to determine the capabilities of industry and sources available to provide a Training Management System (TMS), to develop and support such a system or provide operational, maintenance, and developmental support for the current system in place. FLETC requires a program that can manage, schedule, report and to conduct financial transactions for student training. The following is a description of key functions and mission critical processes that FLETC’s current TMS provides:

Our current TMS is an enterprise wide IT system that encompasses the majority of the FLETC’s mission– critical processes. Our TMS is designed around and interconnected with approximately 32 functional areas. The TMS allows for automated alignment of the training needs and available training resources to develop a schedule based on a series of business rules to ensure proper sequencing of classes. The system primary functions include a scheduling system to automate the FLETC’s process of scheduling training programs; a student-registration and management system; a testing and evaluation function that provides tools to develop and manage tests and other evaluation instruments; a tuition component allowing for detailed monthly and semi-annual tuitions to be developed; and a student billing component to allow for various daily and one-time charges to be billed on a per student basis. The current TMS is the result of combining commercial-off-the-shelf software with a government-developed interface to meet the needs of FLETC (Enterprise).

The TMS Portal is a secure web-based application. Access to the system is controlled by FLETC. The portal provides real-time access to FLETC data, applications, and processes. This allows for improved communications and collaboration between FLETC directorates and between FLETC and our PO’s.

The key functions of FLETC’s TMS include the following:

• Administration

• Contacts

• Curriculum Design and Management

• Financial Management

• Housing

• Instruction Management

• Planning and Forecasting

• Reporting

• Scheduling

• Student Administration

• Student Registration

• Testing & Evaluation

• Visitor Registration

• Electronic Medical Records

• Ammo inventory management

FLETC currently has two operating instances of our TMS: a Production environment located in Glynco, GA and a Pre-production/disaster recovery site (DR) located in Artesia, NM. If the FLETC decides to move to a cloud based option to house our TMS operating environments, in the future the FLETC will desire support for the migration from current operating environments to new environments in the cloud. FLETC wants to understand the feasibility of either acquiring a new system for the management of scheduling training and the management of all student-required services or the management of the current system in place. We want your honest and candid feedback, as it will play a significant role in our procurement planning decisions for Fiscal Year 2027.

FLETC welcomes all businesses-large and small-to provide their thoughts on the following questions:

2. Can you manage a system, or do you have a system, that can produce a bill, by month, per student, for 90+ different organizations? On a per student basis, this bill may include one-time tuition and instructor charges, as well as daily meals, lodging, and overhead rate. Tuition costs are inclusive of all the resources required to complete the training class the student attended. Students may be billed all five billable items or a subset depending upon variables. There could be as many as 300-400 different classes in a one month billing cycle.
