About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey is seeking training services and courses on the EcoPower Engine Wash System to support the Royal Australian Air Force P-8A Poseidon Program. The Department of the Navy Naval Air Systems Command intends to negotiate on a non-competitive basis with EcoServices, LLC (CAGE Code 6C9S2) under FAR 6.302-1 authority, citing that only one responsible source can satisfy the agency's requirements. The EcoPower Wash System is the only system that meets the P-8A Poseidon aircraft engine wash program requirements, specifically because its water filtration system meets initial water quality specifications and possesses the unique capability to pump, filter, and reuse engine wash effluent compatible with the Aero Jet Wash engine wash containment suit. While this notice indicates the Government's intent to negotiate solely with EcoServices, all responsible sources may submit capability statements, proposals, or quotations for consideration as this is not a formal request for proposal. The deadline for all responses to this pre-solicitation notice is November 18, 2025, and inquiries should be directed to Contract Specialist Mr. Michael Miller at Michael.T.Miller248.civ@us.navy.mil.
This procurement carries no set-aside designation and represents a classified as professional and management development training (NAICS 611430). The pre-solicitation notice does not disclose specific contract award values, budget ranges, quantity metrics, or service timelines. Interested parties responding to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in order to challenge the non-competitive procurement justification. The Government retains discretion to determine whether to proceed with the non-competitive approach or pursue competitive solicitation. Any response submitted must be received by the November 18, 2025 deadline to be considered in the agency's evaluation process.
