About this opportunity

The Special Notice published by the DOD Washington Headquarters Service announces a sole source bridge contract extension for training, assistance, and assessment support services related to the National Guard Youth Challenge Program (NGYCP) and Department of Defense STARBASE Program. The current contract with Spectrum Group Members LLC is set to conclude on June 26, 2025, and this notice indicates the agency's intent to extend services through a 30-day bridge contract from June 27, 2025, through July 26, 2025. The Washington Headquarters Services Acquisition Directorate is acting on behalf of the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (Reserve Integration). This is not a request for proposals but rather a synopsis notice informing the contracting community of the intended sole source award. The notice was posted on June 24, 2025, with services concluding on June 26, 2025.

The purpose of this Special Notice is to provide advance notification of a sole source contract extension necessary to maintain continuity of critical support services while a follow-on competitive contract is being finalized. The agency intends to use the authority under FAR 13.5 for simplified procedures and FAR 6.302-1(a)(2)(iii)(A) for sole source justification, citing that award to another source would result in substantial duplication of costs to the government. No contractors are eligible to compete for this bridge contract as it is being awarded sole source to the incumbent contractor. The notice explicitly states that requests for solicitation copies, phone calls, and meeting requests will not be honored or acknowledged. The programs supported include specialized youth development and STEM education initiatives, with the follow-on competitive requirement currently in the acquisition award phase with an anticipated award date of June 26, 2025.

Training, Assistance and Assessment Support for The National Guard Youth Challenge Program (NGYCP) and Department of Defense STARBASE Program

Description posted on SAM.gov for:

Bridge Extension: Support Services for the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (Reserve Integration) (OASD/M&RA(RI)).

This is not a request for quote/proposal but a synopsis notice. Pursuant to FAR 5.203(a) Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of OASD/M&RA(RI) intends to extend a short-term, sole source bridge contract to the incumbent Contractor Spectrum Group Members LLC (Spectrum) [Cage Code: 1S7X6 - 99 Canal Center Plaza, Suite 450, Alexandria, VA 22314-1559].  The Contractor is currently performing services under Contract Number HQ0034-19-C-0178 with services concluding on June 26, 2025.  The anticipated period of performance for the bridge contract is for 30-days, from June 27, 2025, through July 26, 2025.

The anticipated award will be made under the authority of Federal Acquisition Regulation FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services and 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements.  For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

The contract is intended to meet OASD/R&RA(RI)’s requirement to provide Training, Assistance and Assessment Support for The National Guard Youth Challenge Program (NGYCP) and Department of Defense STARBASE Program.  The follow-on requirement is currently in the acquisition award phase with an anticipated award date of June 26, 2025.

This notice of intent is not a request for proposals. Requests for copies of a solicitation in response to this notice will NOT be honored or acknowledged. Phone calls and requests for meetings will not be accepted.
